Speaking at the launching ceremony, Commissioner Tsang Wai-hung pointed out that although the number of arrested young people aged between 10 and 20 dropped from about 8,000 in 2009 to about 5,000 last year, many youngsters were still involved in shop and miscellaneous thefts, wounding and serious assault, as well as serious drug offences.
He hoped the competition would convey fight crime messages to young people with weaker will and impress on them the serious consequences of committing these crimes to society, their families, friends and themselves. He also hoped the competition would encourage young people with resolve to nurture good citizenship by helping Police fight crime.
Also officiating at the ceremony, the Vice-chairman and Chief Executive of Hang Seng Bank (HSB), Ms Rose Lee, said that with youth development being a key element of its corporate responsibility, HSB was honoured to have co-operated with the Police for 20 years in promoting positive values among young people. She hoped young people participating in the competition, regardless of their background or experience, would work together to promote anti-crime messages to their friends, schoolmates, and the community.
Launched in 1975, this biennial competition is one of the major crime prevention programmes organised by the Force and has been sponsored by HSB since 1994. Aiming at alerting youngsters to juvenile crimes and forging a police-community partnership in addressing this problem, the competition attracted a record number of over 260,000 participants in 2012.
Contest categories
The competition consists of five categories, namely Primary Group (Primary 4-6), Junior Group (Form 1-3), Senior Group (Form 4-6), Post-secondary Group (full time, aged 17 to 25), and Non-government Organisation (NGO) Group (aged 15 to 25, youth service groups and uniform groups subvened by Home Affairs Bureau). Contestants will go through three phases of evaluation comprising a combination of web game, quiz, reports on newspaper articles, essay writing or project presentation, aptitude test, and interview. Winners will be awarded scholarships and have the opportunity to represent Hong Kong as fight crime ambassadors in an overseas exchange tour in August.
Entry forms are available in Police Public Relations Branch (PPRB), Police Community Relations Offices, Junior Police Call (JPC) clubs, and Public Enquiry Service Centres of Home Affairs Department. The forms can also be downloaded from the JPC website.
The deadline for application for the Primary Group, Junior Group, Senior Group and Post-secondary Group is April 25, and that for the NGO Group is May 5.
