National Security

The Committee for Safeguarding National Security convened its first meeting on July 6.

The Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (National Security Law) came into effect on June 30, 2020. The Hong Kong Police Force on July 1, 2020, established the National Security Department (NSD), which is responsible for collecting and analysing intelligence and information concerning national security; planning, co-ordinating and enforcing measures and operations for safeguarding national security; investigating offences endangering national security; conducting counter-interference investigations and national security reviews; carrying out tasks of safeguarding national security assigned by the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region; and performing other duties and functions necessary for the enforcement of the National Security Law.

On November 5, 2020, the NSD launched the National Security Department Reporting Hotline to facilitate the provision or reporting of information on national security by members of the public. The public can report non-urgent matters related to national security via various platforms including WeChat, SMS and email. As at December 31, the National Security Department Reporting Hotline had received more than 40,000 tip-offs.


Police displayed the National Security Law warning flag, commonly known as the ‘purple flag’, at public event.
