The operational base at Heung Yuen Wai Boundary Control Point was commissioned in August.
The Finance Wing prudently manages the Force’s financial resources and oversees the finances of budget holders within the Force. The Administration Wing performs core administrative duties, fosters good staff relations at the civilian grades and, in 2020, took steps to increase the efficiency and cost-effectiveness of a number of its support services. The Planning and Development Branch supports the development and implementation of capital works projects that aim to improve Force facilities to ensure that professional policing services are provided to the community.
The total expenditure of the Force for the financial year ending March 31, 2021, has been estimated at $25.8 billion, which is about 4.1 per cent of the Government’s total budget for the year. Salaries and allowances account for about $18.6 billion of this figure, with departmental expenses and capital items taking up the remaining funds. Fines, penalties and other fees and charges are expected to produce about $968 million in revenue.

The Force has a civilian establishment of around 4,600 staff, who provide administrative, secretarial and technical support services for police operations. The Administration Wing continues to provide effective support to facilitate the redeployment of manpower resources to fulfil new or ad hoc responsibilities. In the face of an ageing population and a retirement peak in the coming years, the Administration Wing implements various measures including the Post-retirement Service Contract Scheme, the Final Extension of Service of Civil Servants, Further Employment beyond Retirement Age, and the Option for Officers Appointed to the Civil Service between June 1, 2000, and May 31, 2015, to Choose to Retire at the Age of 60 or 65, and also formulates sustainable succession plans for various civilian grades.
Police facilities at Heung Yuen Wai Boundary Control Point, including a new operational base, an enhanced Under Vehicle Surveillance System, a weigh station and a report room, were commissioned in August.
The Kowloon East Regional Headquarters and Operational Base cum Ngau Tau Kok Divisional Police Station was commissioned in November. This new 16-storey complex brings 10 police formations within the region under one roof to enhance overall command and operational efficiency.
Construction works for the New Generation Report Room in Tuen Mun Police Station will be completed in the first quarter of 2021. It aims to provide greater privacy and enhance efficiency for the public when making reports.
Fan Garden, a married quarters for police officers in Fanling, is being redeveloped to provide 1,184 new flats for junior officers. It is targeted to be completed by the first quarter of 2021.
The Police Officers’ Club is undergoing reprovisioning that is expected to be completed in the third quarter of 2021. The Club will continue to provide a range of sports, recreational and dining facilities for members and their families.
From the lobby, the Kowloon East Regional Headquarters and Operational Base cum Ngau Tau Kok Divisional Police Station goes up to 16 storeys high.
The redevelopment of Fan Garden is targeted to be completed by the first quarter of 2021.
The reprovisioning of the Police Officers’ Club is scheduled for completion in the third quarter of 2021.
