The Force takes recruiting high calibre candidates and staff development most seriously in order to ensure that its staff are capable of carrying out the Force’s strategic directions. As the Force cares about the community, and the deprived in particular, it continues to promote the practice of social responsibility amongst Force members in their leisure time.

Human Resources

The Force knows well the importance of first-class human resources management to induce its people to achieve outstanding results and endeavour their best for the community. To this end, the Force has established a thorough and comprehensive strategy with robust systems to maintain Force effectiveness. The Force invests heavily in raising the level of the staff’s competencies on an equal opportunity basis, providing structured career paths for junior inspectors and constables.

As a major employer in the city, the Force has continued to strengthen the partnership cultivated with various sectors of the community and to reach out to potential applicants for Police posts. During the 2015/16 financial year, the Force recruited officers through a host of target-oriented recruitment initiatives, including Police Mentorship Programme (PMP), Auxiliary Undergraduate Scheme (AUS) for undergraduates, recruitment seminars, recruitment days, Education and Careers Expo, Summer Day Camp and referral system for non-ethnic Chinese applicants, and activities for youth uniformed groups and Junior Police Call. The Force also adopted tech-savvy recruitment by making use of social media platforms to disseminate recruitment messages and ‘Overseas Corner’ was created in Recruitment Homepage to attract overseas applicants.

Since PMP was launched in 2004, it has continued to inspire undergraduates from local universities and tertiary institutions to join the Force immediately after their graduation. As a result, about 250 mentees have joined the Force under the programme as Probationary Inspectors. In addition, the Police Recruitment Division organises career talks for secondary schools with non-Chinese speaking students in order to encourage them to pursue a worthwhile Police career.

Between April and December in 2015, 100 Probationary Inspectors and 1,100 Recruit Police Constables were enrolled.

Nurturing a Caring Culture

Personnel Wing spearheads the promotion of a caring and healthy culture within and beyond the Force. In 2015, the Force received the 10 Years Plus Caring Organisation Logo from the Hong Kong Council of Social Service in recognition of the Force’s contribution to caring for the community, employees and environment over the past 10 consecutive years. In addition, 43 police premises were included in the List of Barrier-free Company/Organisation.

The Welfare Services Group helps Force members manage their health, family and work-related problems through interviews, visits and health-related projects and activities. During the year, the Group implemented the ‘Family Add More...+ Love and Communication Project’ to strengthen the neighbourhood support amongst residents in police quarters. The Group has also co-organised with the True Light Villa District Elderly Community Centre of the Christian Family Service Centre to facilitate the residents of police quarters to visit the elderly in the centre.

During the year, the Group provided Police Welfare Fund subventions for the Hong Kong Police Old Comrades’ Association, the Hong Kong Marine Police Retirees’ Association, the Royal Hong Kong Police Association in England and the Hong Kong Police Old Comrades’ Association (Canada) to organise healthy lifestyle activities for retirees.

The Psychological Services Group promotes psychological wellness in the Force and provides professional counselling service and critical incident psychological support to its members. A total of 164 Positivity Workshops were conducted after Operation SOLARPEAK to build resilience, positive relationships, a sense of pride and cohesiveness amongst Force members. The T.A.K.E. model (Treat Your Body, Appreciate Your Role, Know Your People, and Endure Hard Feelings) continued to be used in equipping officers with the necessary psychological knowledge and skills in public order events, and the model received a Silver Prize of the 2015 Civil Service Outstanding Service Award Scheme.

In the year, the central co-ordinating body overseeing catering, transport and logistics was consolidated and further fine-tuned for deployment by frontline commanders in future operations.

The Staff Relations Group continues to work closely with the four Police staff associations and plays a pivotal role in reflecting their views on various issues of conditions of service and welfare, including difficulties faced by frontline officers. The effective internal communication between senior management and frontline staff engenders trust, mutual understanding and team spirit, motivating staff to do even better in serving the community.

In Partnership for Social Responsibility

Reflecting the motto of ‘We Serve with Pride and Care’, the Force continues to extend its care to the community and promote the practice of social responsibility amongst Force members in their leisure time.

In regard to community work, the Hong Kong Police Volunteer Services Corps was again presented with the Gold Award for Volunteer Service and the Merit of Highest Service Hours Award (Public Organisations) by the Social Welfare Department for the outstanding contributions of its 32 volunteer teams. Individual, group and family volunteers were presented with a total of 120 gold, 182 silver and 224 bronze awards in 2015.

To promote corporate social responsibility among Force members in saving lives in another way, Personnel Service & Staff Relation Branch has actively approached Regions to organise blood donation activities. The total collection in 2015 was 1,616 blood units, which has exceeded the yearly record of 803 units in 2014. When called upon to register for bone marrow donation in December, 90 officers made registration during the two blood donation days.

As part of the Force’s commitment to environmental conservation, Force members continued to support the Government’s Green Management and Green Living initiatives in 2015, in particular the Used Clothing Collection Campaign. A total of 127,230 kilogrammes of clothing, toys, computers and electrical appliances were collected for the Salvation Army with re-sale proceeds going to the needy.


Collaboration with External Training Partners

The Hong Kong Police College (the College) endeavors to develop its relationship with local, Mainland and overseas training partners.

In March, the College was invited by Pearls in Policing to host the International Pearl Fishers Action Learning Group (IALG) Seminar Two. During the Seminar, twelve senior police leaders and four programme management team members from Europe, America, Asia, Australia, New Zealand and Canada exchanged views on ‘Shaping innovation through partnerships’.

To explore collaboration opportunities with reputable institutes for research and development of the Learning Technologies projects, the College had signed Memoranda of Understanding with the Hong Kong Applied Science & Technology Research Institute Company Limited, Hong Kong Research & Development Centre for Logistics and Supply Chain Management Enabling Technologies Limited, and the Hong Kong Academy of Medicine.

Professional Accreditation of Detective Training

Riding on the success of the vocational accreditation of the foundation training programmes under Hong Kong Qualifications Framework (QF) in 2014, the College turned a new chapter in detective training by obtaining professional accreditation for its Standard Criminal Investigation Course with three corresponding Professional Certificate Programmes and three Advanced Diploma Programmes endorsed by the statutory Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ). From 2016, inspectorate graduates of the Standard Criminal Investigation Course will be awarded the Professional Certificate at QF Level 5, while sergeants and constables will be awarded the Professional Certificates at QF Level 4. Upon completion of the required Workplace Learning, they will be further awarded the Advanced Diploma at QF Level 5 (for inspectorate) and QF Level 4 (for sergeants and constables) respectively

Enhancing Professionalism of the Examinations and Assessment Mechanism

Examinations and assessment are a key component in the Force Training Quality Assurance Mechanism. In March, Examinations and Assessment Centre (E&AC), representing the Force, was accepted as a Full Institutional member of the world-renowned International Association for Educational Assessment (IAEA), which brings the Police College on par with other reputable international institutions in the area of educational assessment. The Force is the first police service in the world to be granted the Full Institutional membership by the IAEA. In October, E&AC organised the Inaugural Examinations and Assessment Seminar, which was attended by counterparts of other Government departments and disciplined services. With a view to enhancing professional capabilities, staff of E&AC will continue to attend overseas and local training in examinations and assessment.


Research Enhanced Applied Policing

To enhance professionalism and to promote evidence-base policing, the College launched the ‘Honorary Research Fellowship Scheme’ in 2015. Under this scheme, distinguished researchers from reputable universities are appointed as Honorary Research Fellows to conduct collaborative research with the Force on critical and contemporary policing issues, with a view to facilitating the formulation of informed decision as well as innovative ideas for policing administration and operations, and to developing technology-enabled policing strategies. In 2015, the College and the Hong Kong Polytechnic University completed a collaborative research project on Neuropsychological tests supported intervention training with the purpose of reducing police motorcycle traffic accidents. Moreover, the College and the Hong Kong Jockey Club Centre for Suicide Research and Prevention of the University of Hong Kong are currently conducting a research project on monitoring and examining episodes and trend of suicide, attempted suicide, and self-harm, with a view to saving lives.


Emotional Fitness Training

The Force attaches great importance to training officers’ psychological quality and emotion regulation. Since 2014, the College has collaborated with the Chinese University of Hong Kong to launch Emotional Fitness Training to all ranks of Force members. The objective of this training programme is to enhance officers to develop more positive thinking and stronger emotional resilience. Officers were glad to see the positive effect of the training in improving their relationships with family and colleagues, and more importantly, helping them provide better service to the public. This training programme has received positive feedback internally, and also won the Gold Prize of Internal Service Team Award in the 2015 Civil Service Outstanding Service Award Scheme.

Community Engagement

Training and experience in engaging the community have featured in the College’s foundation training to enhance trainees’ understanding and appreciation of the operating environment and the constantly changing needs of the community. Apart from the structured community service programme being incorporated into the probationary inspectors and recruit police constables training, the College strived to conduct outreach programme and support community engagement activities through active participation in frontline formations. The new recruits also increased their knowledge in dealing with mentally incapacitated persons.

Police Band

The Police Band, comprising a Silver Band and a Pipe Band, not only provides music at official events, but also plays an important role in public community relation programmes fulfilling over 500 engagements every year. On May 27, fifty visually impaired members of the Hong Kong Federation of the Blind visited the College and enjoyed a performance by the Police Band.
