Finance, Administration and Planning

Enhancing delivery, efficiency and service excellence

In 2015, the Finance Wing continued with its responsibility of managing the Force’s financial resources, and to place financial authority in the hands of budget holders. The Administration Wing worked on increasing the efficiency and cost-effectiveness of a number of its supporting services, while at the same time sustaining its efforts to promote and maintain good staff relations in the civilian grades. The Planning and Development Branch continued to provide efficient support to the development and implementation of capital works projects for enhancing Police facilities and professional services to the community.

Finance Wing

The total expenditure of the Force for the financial year ending March 31, 2016, has been estimated at $16.8 billion, equivalent to about 4.6 per cent of the Government’s total budget for the year. Of this figure, salaries and allowances account for about $14 billion, with the rest being contributed by departmental expenses and capital items. Fines, penalties and other fees and charges are expected to produce about $584 million in revenue.

Under the One-line Vote arrangement, expenditure that was previously divided under various traditional sub-heads is now pooled under the single sub-head of operational expenses. This arrangement gives the Force the flexibility to reallocate funds among categories under the sub-head without having to seek prior approval, thus streamlining resource management and decision-making.


Administration Wing

The Force has a civilian establishment of around 4,600 staff, who provide administrative, secretarial and technical support services for Police operations. In 2015, a number of initiatives were undertaken with the aim of streamlining procedures, optimising the deployment of resources, and enhancing overall efficiency. These included rationalising deployment of secretarial staff and Workmen II, outsourcing Office Assistant services, and flexibly deploying civilian staff in response to new responsibilities arising.


Planning and Development Branch

The Kowloon Police Vehicle Detention and Examination Centre was relocated from Homantin to 23 Sheung Yee Road, Kowloon Bay in October. The new pound provides upgraded facilities including a covered vehicle examination workshop, new equipment/appliances, car parking and auxiliary facilities.

To facilitate the construction of the Shatin to Central Link, the Police Officers’ Club at Hung Hing Road, Causeway Bay was handed over to Highways Department in August for demolition and is anticipated to be reinstated in situ by end of 2020. The enhancement works in the Police Sports and Recreation Club at Boundary Street have been completed in April.

The existing Yau Ma Tei Divisional Police Station will be relocated to 3 Yau Cheung Road to facilitate the construction of the Central Kowloon Route tunnel. Upon completion by early 2016, the new station, which includes a service-oriented New Generation Report Room, will provide modern facilities for operational staff and members of the public.

The West Kowloon Law Courts Building under construction at the junction of Tung Chau Street and Tonkin Street West will provide associated Police accommodation and detention facilities. Upon commissioning of the building in the fourth quarter of 2016, the Police accommodation currently at Tsuen Wan Magistrates’ Court and Coroners’ Courts will be reprovisioned to the new building.

To augment the policing capability in pace with the transformation and surge of population in Kowloon East, the new Kowloon East Regional Headquarters and Operational Base cum Ngau Tau Kok Divisional Police Station at Concorde Road, Kai Tak is under active planning. The project will incorporate various environmentally sustainable designs and provide up-to-date operational facilities and quality client-based services to members of the public.

With a view to alleviating the substantial shortfall of quarters for Junior Police Officers, the existing Fan Garden Police Married Quarters, Fanling will be redeveloped to provide about 1,100 new units for Junior Police Officers before 2020.

The development of Police facilities at various new boundary crossings, namely the West Kowloon Terminus for the Guangzhou- Shenzhen-Hong Kong Express Rail Link, the Hong Kong-Zhuhai- Macao Bridge and Liantang-Heung Yuen Wai, is in progress.
