The Exercise and Audit Division of the Major Incidents Bureau (MIB) conducted a training workshop at the Police College from October 29 to 30, with a view to enhancing officers’ capabilities in performing manning duties at Regional Higher Commands (HICOMs) and District Operations Rooms (DORs). The workshop introduced the roles and functions of HICOMs and DORs, drawing the participation of 28 officers from the rank of Inspector to Chief Inspector.

Speaking at the opening of the workshop, Assistant Commissioner (Operations) Chow Yat-ming stressed that HICOMs and DORs had played a crucial role in all kinds of operations, and shared his observations and frontline experience with all participants. Guest speakers, including frontline commanders and officers who had performed manning duties at HICOMs or DORs, also shared their experience and best practices with the participants.

During the workshop, two tabletop exercises were conducted which simulated public disorder situation with a number of realistic scenarios. Superintendents from different Regions also participated in the second exercise. The exercises not only strengthened the participants’ decision-making capability, but also boosted their confidence in handling public disorder situation.
