The Finance Wing manages the Force's financial resources prudently and oversees the finances of budget holders within the Force. The Administration Wing aims to increase the efficiency and cost-effectiveness of services rendered by civilian staff members. It performs core administrative duties, executes human resource functions and fosters good staff relations at the civilian grades. The Planning and Development Branch supports the development and implementation of capital works that improve the Force's facilities, to ensure professional policing services are provided to the community.
Total expenditure of the Force for the financial year ending March 31, 2024, is estimated at $26.8 billion, which is about 4% of the Government's total budget for the year. Salaries and allowances account for about $19.3 billion of this figure, with departmental expenses and capital items taking up the remaining funds. Fines, penalties and other fees and charges are expected to produce about $1.6 billion in revenue.
The Force has a civilian establishment of around 4,700 members, who provide administrative, secretarial and technical support to police operations. On the manpower front, the Administration Wing is committed to providing long-term planning and human resource solutions to cater for the manpower needs of the civilian staff. Given the challenges posed by stringent manpower resources in recent years, the Administration Wing strives to inject new blood into the Force by launching recruitment exercises in a timely manner, streamlining recruitment procedures and implementing the Non-Civil Service Contract Staff Scheme. It also works to retain talent through initiatives such as the Post-retirement Service Contract Scheme and the Final Extension of Service of Civil Servants.
The New Generation Report Room in Sau Mau Ping Police Station was commissioned in June. Contemporary features were introduced to enhance privacy, efficiency and service quality.
The Regional Higher Command Centre of Hong Kong Island and the District Operations Rooms of several districts were upgraded during the year to strengthen the Force's overall operational capability and effectiveness.
A series of major office renovations was also completed, including the Hong Kong Police College headquarters and the office of the Anti-Deception Alliance which was established jointly with the Hong Kong Monetary Authority and the banking industry.
Construction of several new police facilities continued in the year. The Chai Wan Government Complex and Vehicle Depot and the Airport Police's operational facility at the third runway of Hong Kong International Airport will be commissioned in 2025, while the Hong Kong Police College Integrated Training Centre (Kong Nga Po) in Sheung Shui is scheduled to be commissioned in two phases in 2025 and 2026.
