The Commissioner, Mr Siu Chak-yee, led a seven-member delegation in February to attend the 24th INTERPOL Asian Regional Conference held in Abu Dhabi, United Arab Emirates, to interact with fellow law enforcers and decide on important policies for fighting organised transnational crime in Asia. More than 150 senior law enforcement officers from 42 countries and regions took part in the conference.
The Commissioner, Mr Siu Chak-yee, headed a 16-member delegation to visit the Singapore Police Force (SPF) in March. He met the Director of the Central Narcotics Bureau of Singapore and the Commissioner of the SPF, and signed a Memorandum of Understanding (MOU) with the SPF on future co-operation so as to strengthen collaboration between the two Forces in criminal investigation, intelligence exchange and police training.
The Information Systems (IS) Wing travelled to the annual conference of the European Emergency Number Association in Ljubljana, Slovenia, upon invitation to share its views on the topic, Smart Rescue and Emergency Call Handling in Hong Kong, in April. The delegation, led by the Assistant Commissioner (IS), Ms Kwan Chui-ching, participated as both exhibitor and speaker, joining other emergency services and telecommunication specialists from across the world to exchange ideas and explore challenges in handling telephone appeals for emergency help.
The 16th Pearls in Policing Conference welcomed the Deputy Commissioner (Management) at the time, Mr Chow Yat-ming, to Sydney Australia, in May to discuss the theme, 'Next-Generation Policing: The New Reality', in a group of 23 police chiefs and leaders from the Asia-Pacific, Europe, Middle East, North America and international organisations. Mr Chow, as keynote speaker of the 'Dialogue with Police Leader', shared his valuable experience and how the Hong Kong Police Force dealt with major challenges during Operation TIDERIDER. He also conducted an in-depth session on the Force's strategies in digitalisation, human resource management and public engagement, and took the chance to establish closer co-operation with the police chiefs and leaders of other regions.
The Commissioner, Mr Siu Chak-yee, took a 26-member delegation to Suzhou to attend the 18th Symposium on Police Studies of the Strait, Hong Kong and Macao in June. Under the theme 'Police Modernisation and Co-operation', more than 200 police officers, experts and academics from the Mainland, Hong Kong, Taiwan and Macao talked about significant issues, such as how technological progress could enhance policing efficacy.
The Force assigned an officer for the first time, under recommendation of the Central Government of the People's Republic of China, to participate in the United Nations (UN) Junior Professional Officer (JPO) Programme in January. The Chief Inspector of the Crime Wing, Ms Tong Hoi-yee, is representing the Force to serve as a JPO at the UN Headquarters in New York for two years. She is attached to the UN Counter-terrorism Committee Executive Directorate to help review the implementation of relevant UN resolutions in various countries and under different legal frameworks.
