Organisation

The Commissioner of Police is responsible to the Chief Executive of the HKSAR for the administration and operational efficiency of the Force. He is assisted by two Deputy Commissioners, one of whom heads Operations comprising two Headquarters departments: Operations, and Crime and Security; while the other one heads Management comprising three departments: Personnel and Training, Management Services, and Finance, Administration and Planning.

Operations Department
The department handles the day-to-day operations of the Police Force through six regional commands and its Operations and Support Wings.

Operations Wing
Operations Bureau
¡X comprises the Operations Division, the Counter-Terrorism and Internal Security Division, and the Key Points and Search Division that includes the Police Dog Unit. Duties include the formulation and dissemination of relevant Force orders, boundary security, deployment of resources and liaison with the Hong Kong Garrison.


Police Tactical Unit
¡X as well as overseeing the training of PTU companies and the SDU, PTU Headquarters reviews regularly tactics used in crowd management and riot control.

Explosive Ordnance Disposal Bureau
¡X apart from its bomb disposal work, the Bureau provides training and oversees storage of ammunition and explosives.


Support Wing
Support Branch
Field Division ¡X co-ordinates policy matters relating to firearms, equipment, uniforms and operational procedures.

General Division ¡X handles policy matters relating to station procedures, the security and management of the Police Headquarters complex, and other diverse duties.

Transport Division ¡X procures, allocates, maintains and manages the vehicle fleet.

Force Data and Access to Information Co-ordination Unit ¡X ensures Force's compliance with the provisions of the Personal Data (Privacy) Ordinance and the Code on Access to Information.

Police Licensing Office ¡X acts as the authority to issue different kinds of licences and permits.

Police Public Relations Branch
Community Relations Bureau ¡X maintains close ties with the public, organises anti-crime publicity through the media and community events, and promotes police and youth activities.

Information and Publicity Bureau ¡X provides a 24-hour newsroom and other services for the media, and runs police publicity campaigns.

Traffic Branch Headquarters
¡X formulates and disseminates traffic enforcement policies, processes traffic summonses and fixed penalty tickets, monitors changes in legislation, develops and evaluates traffic management schemes, and co-ordinates the Force's road safety efforts. It also oversees Traffic Wardens. It has three bureaus:

  1. Traffic Management Bureau

  2. Central Traffic Prosecutions Bureau, and

  3. Administration Bureau
