Faced with the rapidly changing social environment, the Force needs to further enhance and develop its long-term ability in providing proactive response to the public and address their demand for transparency in the Force’s public relations efforts. The Police Public Relations Branch (PPRB), therefore, has been officially upgraded to become the Public Relations Wing (PR Wing) under A Department since July 15.


Commissioner Siu Chak-yee officiated at the opening ceremony of PR Wing at the Police Headquarters on August 15. He remarked in his speech that the ever-changing social environment over the past few years has resulted in higher public expectations on the Force. The Force needs to enhance the transparency of policing work and quash fake news proactively and promptly. Moreover, the efforts of PR Wing are closely related to promoting community engagement. Every police officer has the responsibility to win the support and trust of the society and the public. Assistant Commissioner (Public Relations) Chan Tung hopes that after its upgrade, PR Wing will be able to “look higher and go further” and committed to making the Force’s professional image three-dimensional. It aims to gain public recognition, trust and support, as well as increasing public awareness of abiding by the law, preventing and fighting crime, national security and anti-terrorism, so as to maintain social harmony and stability together for building a better Hong Kong.


The establishment of PR Wing fully demonstrates the importance attached by the Force to public relations. It also highlights the Force’s strategic direction and determination to work with the community in promoting police policies together. PR Wing will focus on the following five main priorities in future: telling good stories of the police, our country and Hong Kong; building amiable police-public relations; instilling positive values ​​into young people; quashing rumours promptly and utilising technology.


PR Wing, led by an Assistant Commissioner and a Chief Superintendent, consists of three bureaux. The Community Relations Bureau is responsible for youth and community engagement events, disseminating positive information of the Force’s efforts to the community and enhancing public trust and support for the Force; the Media Liaison and Support Bureau is responsible for planning and implementing the Force’s work under the media and public relations framework, enhancing strategic communication with different media organisations and coordinating internal training, as well as administration and support duties; the Information and Publicity Bureau is responsible for handling a series of duties involving publicity, publication, media enquiry, press conference arrangement, and etc. to be handled mainly by Information Officers.

Resembling the “play” button for videos, the logo signifies the role of the Public Relations Wing (PR Wing) in leading the Force’s public relations endeavours to keep up with the times and pursue excellence ceaselessly.


The three constituent letters of the logo—P, R and W—form the abbreviation for the new “Public Relations Wing”. The triangular logo, embodying the three intertwined letters to express “interconnectedness”, conveys the PR Wing’s determination to unite society with the aim of paving the way for police-public collaboration to progress and fight crime with utmost unity.


Besides, the three letters are flanked by a pair of “Cs” standing for sectors of “community”. This symbolises that PR Wing synergises with community partners to communicate and collaborate with members of the public, to deliver the Force’s messages to every corner of society.


When it comes to the choice of colour, the logo is in gradient blue symbolising vitality and inventiveness, which suggest that the work of PR Wing can adapt to, cater for and respond to social needs as well as changes, vividly telling the people of Hong Kong and the rest of the world “the stories of Hong Kong” and “the stories of our country” through “the stories of the Hong Kong Police”.
