To promote and emphasise the four key areas under the new Integrity Management (IM) theme “Having a Clear Conscience” (問心無愧), the Complaints and Internal Investigations Branch (C&IIB), together with Discipline Division and Psychological Services Group (PSG), organised the IM Seminar 2022 on July 21 and 22 at the Police Officers’ Club. The four key areas are “Supervisory Accountability”, “Never Forget Why We Started”, “A Determined Mind”, and “With No Regrets”. The importance of proactive supervision and the adverse consequences of police misconduct were highlighted.
Deputy Commissioner (Management) (DCP MAN) Chow Yat-ming remarked at the seminar that the crux of IM lies not in memorising slogans but in understanding its core values. He wished every Force member to “be a good person” and encouraged all to do their best, think twice before making a decision, and take the initiative to remind each other when they discover their colleagues falling into any type of IM pitfalls.
Over 200 officers of ranks ranging from Police Constable to Superintendent of various formations actively participated in the two-day seminar. Participants shared their views on the four key messages through small group discussions. DCP MAN and Director of Management Services (DMS) Lam Hiu-tong supported the event by joining different group discussions and shared their views. Apart from gaining a deeper understanding of the present IM culture, the participants also provided much valuable advice which serves as an important reference for the Force to formulate future IM policy measures.
Supervisory Accountability
The Integrity Audit Action Group invited the participants to make reflection on their supervisory functions by discussing the difficulties faced. Supervising officers were reminded of the importance of proactive supervision through leading by example, building mutual trust with the team, and resolving problems as a team, which are all essential for preventing misconduct from occurring.
Never Forget Why We Started
The Internal Investigations Office candidly asked the participants about the factors that might obliterate their original aspiration in joining the Force. DCP MAN listened to the opinion of the participants, and shared how his work experiences in various crime units had strengthened his original aspiration of joining the Force.
A Determined Mind
The Discipline Division selected real disciplinary cases to facilitate group discussions on the bad habits and inappropriate subculture in the workplace. The officers revisited the relevant disciplinary regulations in a different perspective, and learnt about the serious consequences of disciplinary violations.
With No Regrets
The PSG adopted the role-playing format to allow officers to express their feelings regarding their decisions when using dating mobile applications, thereby bringing about the psychological concept of “seemingly irrelevant decision”, which means a small decision can lead to serious consequence. Certain lifestyle patterns such as excessive drinking and stress can drive a person towards high-risk situations, hindering self-control and impairing the ability to make informed decisions. Officers must be aware of this psychological effect and take pre-emptive actions.
Conclusion
C&IIB is now collecting staff opinion through the online IM Questionnaire to gauge officers’ perception on the effectiveness of existing IM policies. Comments will be analysed and followed up to optimise the current IM measures.
