Special traffic arrangements for Chung Yeung Festival
Police will implement special traffic arrangements on Hong Kong Island, Kowloon East, Kowloon West, New Territories North and New Territories South to facilitate grave-sweepers during the Chung Yeung Festival.
As certain roads will be closed and on-street parking spaces in the vicinity of cemeteries will be suspended, grave-sweepers are advised to make use of public transport.
All vehicles parked illegally would be towed away without prior notice. Grave-sweepers are urged to exercise restraint and be patient.
Special traffic arrangements will be implemented as follows:
Hong Kong Island
----------------
Traffic arrangements will be implemented in Chai Wan, Pok Fu Lam, Aberdeen and Happy Valley.
Chai Wan
--------
The following traffic re-routing will be implemented between 8.30am and 4.30pm on October 13, 20, 27 and 28:
(a) The section of Cape Collinson Road east of Lin Shing Road will be re-routed one-way clockwise.
(b) Vehicles exceeding 10 metres in length will be banned to enter Cape Collinson Road east of Lin Shing Road.
The following traffic and transport arrangements may also be implemented between 7am and 5.30pm on October 14, 19 and 21 depending on the traffic condition in the vicinity of the cemeteries:
(a) A section of Cape Collinson Road east of Lin Shing Road will be closed to vehicular traffic except for green minibus route 18M and hearses;
(b) The slip road leading from Cape Collinson Road to the Garden of Remembrance and Crematorium will be closed to traffic except for hearses and vehicles conveying people attending services at the crematorium;
(c) The slip road leading to Chai Wan Chinese Permanent Cemetery will be closed to traffic except green minibus 18M and hearses;
(d) Cape Collinson Road and Lin Shing Road may be closed without prior notification if situations warrant except franchised buses, green minibus 16A, 16M, 16X and 18M and hearses; and
(e) Wan Tsui Lane will be closed to vehicular traffic.
The following roads will be re-routed:
(a) A section of Cape Collinson Road from the Crematorium slip road to Shek O Road will be re-routed one-way westbound;
(b) A section of Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed one-way southbound; and
(c) A section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed one-way westbound.
No parking will be permitted along Wan Tsui Road, Cape Collinson Road, Lin Shing Road and a section of Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road between 6.30am and 6.30pm on the aforementioned dates.
Taxis, public light buses (PLBs) and private cars may not be permitted to enter Lin Shing Road for Cape Collinson Road except for access to Wan Tsui Estate. They are allowed to drop off passengers at the public light bus stand at Fei Tsui Road near Wan Tsui Road junction with Fei Tsui Road. Private cars are not allowed to enter the carpark of Hing Wah Estate (Phase I) from Wan Tsui Road northbound.
PLBs may be prohibited from entering Tai Tam Road from Chai Wan Road depending on the traffic situation.
A section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be prohibited from picking up and dropping off passengers by PLBs.
The PLB stand at Fei Tsui Road near Wan Tsui Road junction with Fei Tsui Road will be suspended between 6.30am and 6pm.
Alternative traffic arrangements will be implemented if both crowd movement and vehicular traffic in the vicinity of the cemeteries in Chai Wan area are quite congested but do not warrant the special traffic arrangements mentioned above. The alternative traffic arrangements are as follows:
(a) Cape Collinson Road east of Lin Shing Road will be re-routed one way clockwise; and
(b) The slip road at Chinese Permanent Cemetery will be opened to the public and maintained one-way westbound.
Pok Fu Lam
----------
Consort Rise will be re-routed one-way southbound from Victoria Road to Bisney Road from 7am to 5.30pm on October 14, 19 and 21. It may also be implemented periodically from 8.30am to 4.30pm on October 13, 20, 27 and 28 if necessary.
Aberdeen
--------
Peel Rise in the vicinity of the Aberdeen Chinese Cemetery and the slip road from Shek Pai Wan Road leading to the Aberdeen Chinese Cemetery will be closed to vehicular traffic from 7am to 5.30pm on October 14, 19 and 21. It may also be implemented periodically from 8.30am to 4.30pm on October 13, 20, 27 and 28 if necessary.
Happy Valley Area

Relocation of Tram Stop:
During the period from 7am to 5.30pm on October 14, 19 and 21, the tram stop on Wong Nai Chung Road opposite the Hong Kong Jockey Club will be relocated northwards for about 30 meters. It may also be implemented on October 13, 20, 27 and 28 if necessary.
Kowloon East

Traffic arrangements will be implemented in Diamond Hill, Tseung Kwan O and Sai Kung.
Diamond Hill
------------
The following special traffic arrangements will be implemented from 7am to 6pm on October 14, 19, 20, 21 and 28:
Road closure
------------
The following roads will be temporarily closed to all vehicles, except emergency vehicles, hearses and vehicles taking part in funeral processions:
1. The access road leading to Diamond Hill Crematorium;
2. The access road between the Diamond Hill Funeral Parlour and the China Light & Power Electric Sub-station; and
3. Right-turn movements for all vehicles will be temporarily banned from westbound Fung Shing Street onto northbound Po Kong Village Road (uphill); and from northbound Po Kong Village Road (uphill) onto eastbound Fung Shing Street.
Closure of metered parking spaces

The metered parking spaces between the Diamond Hill Funeral Parlour and the China Light & Power Electric Sub-station, as well as the motorcycle parking spaces at Yuk Wah Street near Yuk Hok lane will be temporarily suspended.
Designation of temporary taxi stands
------------------------------------
Two temporary taxi stands will be designated at the following locations:
1. The southern kerbside lane of westbound Fung Shing Street; and
2. The southern kerbside lane of westbound Yuk Wah Street near Yuk Hok lane.
Tseung Kwan O
-------------
The following special traffic arrangements will be implemented in the vicinity of Tseung Kwan O Chinese Permanent Cemetery from now until October 28 to facilitate vehicular traffic and pedestrian movements during Chung Yeung Festival.
Road closure
------------
1. The access road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed to all vehicular traffic except emergency vehicles between 5.30am and 8pm on October 19.
2. The access road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed to vehicular traffic between 5.30am and 6pm on October 13, 14, 20, 21, 27 and 28, except:
(i) emergency vehicles;
(ii) hearses and other vehicles taking part in funeral processions;
(iii) all vehicles possessing valid entry permit issued by the Cemetery, and
(iv) special bus service by Kowloon Motor Bus, Route No. 14S.
Pick-up and drop-off points for taxis and public light buses

The following temporary pick-up and drop-off points will be erected for taxis and PLB passengers for interchanging with KMB Route No. 14S or walk to the Cemetery between 5.30am and 6pm on October 13, 14, 20, 21, 27 and 28:
1. the non-restricted zone at northbound Ko Chiu Road near Ko Yee Estate;
2. the non-restricted zone at eastbound Lei Yue Mun Road opposite Lei Yue Mun Plaza; and
3. the non-restricted zone at westbound Lei Yue Mun Road opposite Lei Yue Mun Plaza.
Shuttle Bus Service
-------------------
A shuttle bus route No. 14S will ply between the bus stop situated at eastbound Lei Yue Mun Road to the east of St. Antonius Girls' College and the Tseung Kwan O Chinese Permanent Cemetery between 7am and 5.25pm on October 13, 14, 20, 21, 27 and 28.
Gravesweepers are advised to note that there will be no bus service on October 19 and they should go to the Cemetery on foot via the access road to Tseung Kwan O Chinese Permanent Cemetery.
Apart from the periods mentioned above, road closure will be implemented at any time if the situation warrants.
Motorists are advised to take heed of the traffic signs, which will be placed in the vicinity of the cemetery. Police officers will be on hand to guide motorists.
Sai Kung

The section of Mang Kung Wo Road to Kei Pik Shan Cemetery will be temporarily closed to traffic except emergency vehicles and local vehicles from 7.30am to 5pm on October 19 and 21.
Kowloon West

The following traffic arrangements will be implemented:
Road Closure
------------
1. Wing Ming Street and Wing Ming Lane will be closed to traffic from 7am to 7pm on October 13, 14 and 19.
2. Entrance road of Wing Tak Road will be closed to traffic except vehicles of the cemetery and emergency/police vehicles between 7am and 5pm on October 13, 14 and 19.
Suspension of on-street parking spaces

All parking spaces in Yu Chau West Street, Yee Kuk West Street, King Lam Street, Wing Hong Street and Tai Nan West Street will be suspended from 7am to 7pm on October 13, 14 and 19.
In addition, no parking and alighting/picking up of passengers will be permitted along the section of Yu Chau West Street between Castle Peak Road and King Lam Street and at Yu Chau West Street's junction with Wing Ming Street respectively between 7am and 7pm on October 13, 14 and 19. Moreover, no stopping and parking will be permitted along Ching Cheung Road during the same period.
Designation of temporary taxi stand

Two temporary taxi stands will be designated in Wing Hong Street on both sides of the junction with Yu Chau West Street between 7am and 7pm on October 13, 14 and 19.
Temporary relocation of green minibus (GMB) terminus
----------------------------------------------------
The GMB route No.42 terminus at Yu Chau West Street will be temporarily relocated to No.550 Castle Peak Road on October 13, 14 and 19.
Members of the public wishing to gain access to the Roman Catholic Cemetery are advised to use the subway across Ching Cheung Road from the end of Wing Ming Lane only. Parking facilities at the vicinity are very limited and members of the public are advised to use public transport.
New Territories North
---------------------
Traffic arrangements will be implemented in Wo Hop Shek and Sandy Ridge.
Wo Hop Shek
-----------
In Wo Hop Shek, the following roads will be closed from 6am to 5pm on October 14, 19, 20 and 21 to all vehicles except emergency vehicles and those specified:
(a) Kiu Tau Road except hearses;
(b) Ming Yin Road except franchised buses;
(c) Wo Ka Lau Road;
(d) The flyover between Kau Lung Hang Village and Tai Wo Service Road West except taxis, coaches, school buses, green mini buses, private cars, goods vehicles and motorcycles; and
(e) all access roads within Wo Hop Shek Cemetery.
Meanwhile, all drivers except those of franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport will not be allowed to pick up or set down passengers or loading or unloading goods between 7am and 6pm on the following roads on the same days:
(a) Wo Hing Road;
(b) Lui Ming Road;
(c) Wai Ming Street;
(d) Fai Ming Road (except public buses);
(e) Pak Wo Road;
(f) Wah Ming Road;
(g) Yat Ming Road;
(h) Wo Ming Lane;
(i) Wah Ming Lane;
(j) Yan Shing Lane; and
(k) Tai Wo Service Road West between Wo Hing Road and a point about 300 metres south of its junction with Kiu Tau Road.
On October 19, vehicles on northbound Pak Wo Road outside Fung Ying Sin Koon will not be allowed to turn into southbound Pak Wo Road outside Fanling KCR Station. Vehicles on southbound Pak Wo Road will not be allowed to turn into the car park off Pak Wo Road near Fung Ying Sin Koon.
The following car parks will be suspended to all vehicles on October 14, 19, 20 and 21 from 7am to 6pm:
(a) The car park off Wo Hing Road near Wo Hop Shek Interchange except for emergency vehicles and public light buses;
(b) The car park off Wo Hing Road near Ming Yin Road Roundabout except for emergency vehicles and taxis;
(c) The car park off Pak Wo Road near Fung Ying Sin Koon except for emergency vehicles and the residents' service route number NR112; and
(d) All parking spaces at Wah Ming Lane except for emergency vehicles.
Taxi Stand
----------
The taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended except for New Territories taxis from 7am to 6pm on October 14, 19, 20 and 21. Both urban and New Territories taxis will be allowed to pick up and set down passengers in the car park off Wo Hing Road near Ming Yin Road roundabout during the suspension period.
The taxi stand in the car park off Pak Wo Road near Fung Ying Sin Koon will be suspended from 7am to 6pm on October 14, 19, 20 and 21.
Sandy Ridge
-----------
The restrictions on closed areas adjacent to the boundary will be relaxed from now until October 28 to facilitate grave-sweepers to gain access to Sandy Ridge Cemetery from 6am to 6pm during the period. Vehicles without permits will not be allowed to enter the border closed areas.
New Territories South
---------------------
Traffic arrangements will be implemented in Sha Tin, Lo Wai, Tsuen Wan and Kwai Chung.
Sha Tin
-------
The following traffic arrangements will be implemented between 7am and 6pm on October 13, 14, 19, 20, 21, 27, and 28 in the vicinity of Po Fook Memorial Hall and Fu Shan Columbarium in Tai Wai; and Po Fook Hill in Sha Tin:
(a) the section of Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium will be closed to general vehicular traffic except hearses, vehicles taking part in funeral processions, green mini bus route No. 64K and emergency vehicles; and
(b) the section of Pai Tau Street west of its junction with Sheung Wo Che Road will be closed to all vehicles except emergency vehicles.
During the above periods, grave-sweepers are advised to use public transport services to go to the above columbarium. Vehicles parked illegally near the columbarium may be towed away by Police without warning.
Lo Wai
------
The following traffic arrangements will be implemented in the vicinity of Heung Shek Cemetery, Chuk Lam Sim Yuen, Yuen Yuen Institute and Western Monastery in Lo Wai from 6am to 6pm on October 14, 19 and 21 if necessary:
(a) A slip road between Chuen Lung on Route Twisk and Heung Shek Cemetery will be closed;
(b) A section of Fu Yung Shan Road between Route Twisk and Chuk Lam Sim Yuen will be closed;
(c) A section of Lo Wai Road between Yuen Yuen Institute and Chuen Yiu Terrace will be closed;
(d) The section of unnamed road access to Tung Kwu Shek Village will be closed; and
(e) No parking will be allowed in the vicinity of Yuen Yuen Institute, Western Monastery and Hilltop Road. The five parking spaces for coach outside Yuen Yuen Institute and the metered parking spaces on Lo Wai Road will also be suspended.
Tsuen Wan and Kwai Chung
------------------------
The following traffic arrangements will be implemented in the vicinity of Tsuen Wan Chinese Permanent Cemetery and Kwai Chung Crematorium from 7am to 4pm on October 14, 19, 20, 21 and 28:
(a) Wing Yin Street and a section of Wing Shun Street between Yi Lok Street and Kwai Hei Street will be closed to vehicles except hearses, franchised buses and emergency vehicles;
(b) A one-way southbound system will be adopted at a section of Wing Kei Road between Kwai Hei Street and Wing Kin Road. Vehicles will only be allowed to enter Wing Kei Road from Wing Kin Road;
(c) Wing Chong Street, Wing Hau Street and Wing Lap Street, will be closed to traffic;
(d) No parking will be permitted on any approach roads in the vicinity of the cemetery and the crematorium. Vehicles parked on the roads will be towed away.
(e) Temporary taxi stands will be set up at the junction of Wing Kei Road and Wing Kin Road, Kwai Hei Street near its junction with Wing Shun Street, and Wing Shun Street near Yi Lok Street.
Apart from the above arrangements, Wing Yin Street will be closed to vehicles except hearses and emergency vehicles from 8am to 4pm on October 13 and 27.
A special bus route 38S will be operated between Kwai Fong MTR Station and Tsuen Wan Chinese Permanent Cemetery on October 14, 19 and 21.
