Special traffic arrangements for marathon
Police will implement special traffic arrangements along the routes in West Kowloon, New Territories South and on Hong Kong Island to facilitate the Standard Chartered Hong Kong Marathon to be held on February 12.
Runners will join three races, namely a 10-kilometre run, a half-marathon and a marathon.
The runners will start in Tsim Sha Tsui, pass through Western Harbour Crossing and end at the Golden Bauhinia Square in Wan Chai. The races will start at 5.45 am and will last for about five hours.
The arrangements are as follows:
Kowloon West

(A) Road closures and diversions:
Traffic arrangements in Kowloon will be implemented in phases as follows:
Phase I - Closure of Southbound West Kowloon Highway and Western Harbour Crossing at midnight
At 12 am, the four access roads to the West Kowloon Highway from Kowloon West region will be closed. Vehicles wishing to go to Hong Kong Island will be required to use the Cross Harbour Tunnel at Hung Hom. The road closures are as follows:
1. The slip road leading to the Western Harbour Crossing will be closed at its junction with northbound Lin Cheung Road. All traffic will be diverted into northbound Lin Cheung Road.
2. Lin Cheung Road southbound will be closed near the slip road to Tsim Sha Tsui. All traffic will be diverted into the slip road to Tsim Sha Tsui.
3. A slip road linking Hoi Wang Road and West Kowloon Expressway will be closed at its junction with Hoi Wang Road. Traffic from westbound Ngo Cheung Road will either turn left or right onto Hoi Wang Road.
4. The bus lane entrance of Jordan Road to the Western Harbour Crossing bus terminus will be closed.
Phase II - Road closures will be implemented at 2 am
A section of Nathan Road between Kimberley Road and Salisbury Road will be closed to allow the race organisers to set up their equipment at 2 am. The following road closures will also be implemented:
1. A section of southbound Nathan Road between Kimberley Road and Middle Road will be closed. Southbound traffic will turn left at Kimberley Road.
2. A section of northbound Nathan Road between Salisbury Road and Bowring Street will be closed. Vehicles travelling on Salisbury Road will not be allowed to enter northbound Nathan Road.
3. A section of westbound Kimberley Road between Carnarvon Road and Nathan Road will be closed. Vehicles travelling on northbound Carnarvon Road will not be allowed to turn left into Kimberley Road, except for access to Hotel Miramar.
4. A section of Granville Road between Carnarvon Road and Nathan Road will be closed. Vehicles travelling on northbound Carnarvon Road will not be allowed to turn left into Granville Road.
5. Vehicles travelling on Haiphong Road will not be allowed to enter Nathan Road. All vehicles must turn right into Lock Road.
Phase III - Road closures will be implemented at 3 am:
A section of southbound Kowloon Park Drive between Canton Road and Salisbury Road will be closed to facilitate the setting up of baggage deposit area and mounting the spotlights at Kowloon Park Drive. All traffic will be diverted via southbound Canton Road to Salisbury Road.
Phase IIIA - Road closures will be implemented when situation warrants:
The following road closures and traffic diversions will be implemented if situation warrants:
1. A section of eastbound Haiphong Road between Canton Road and Nathan Road will be closed. Traffic along Canton Road is not allowed to turn into eastbound Haiphong Road.
2. A section of Peking Road between Kowloon Park Drive and Nathan Road will be closed. Traffic along northbound Kowloon Park Drive is not allowed to turn right onto Peking Road.
3. The junction of Hankow Road with eastbound Salisbury Road will be closed. A section of Hankow Road between Middle Road and eastbound Salisbury Road will be re-routed for exiting the closed area only.
Phase IV - Road closures and traffic diversions will be implemented at 5.15 am
1. Southbound Lin Cheung Road near its junction with Lai Cheung Road will be closed. All traffic will be diverted into Yau Ma Tei via Lai Cheung Road.
2. A slip road leading to Jordan and Tsim Sha Tsui will be closed. All traffic will be diverted into Yau Ma Tei.
3. A section of northbound Lin Cheung Road between Wui Cheung Road and a slip road leading to the Western Harbour Crossing will be closed. Traffic at the junction of Lin Cheung Road and Wui Cheung Road will be held until the roads are reopened.
4. A section of eastbound Jordan Road elevated road between the slip road leading from northbound West Kowloon Highway and Lin Cheung Road will be closed. Traffic on northbound the slip road is not allowed to turn right onto eastbound Jordan Road.
5. Traffic travelling along eastbound Jordan Road from the Kowloon Station will be diverted to Hoi Po Road via Nga Cheung Road, eastbound Austin Road West, roundabout of Austin Road West, westbound Austin Road West, Nga Cheung Road Elevated Road.
6. A section of southbound Canton Road between Jordan Road and Austin Road will be closed. Traffic along southbound Ferry Street will be diverted into eastbound Jordan Road. Traffic along westbound Jordan Road will be diverted into northbound Ferry Street.
7. Westbound Jordan Road will be restricted to franchised buses only.
8. A section of northbound Canton Road between Austin Road and Wui Cheung Road will be closed. Traffic along northbound Canton Road will be held at the junction of Austin Road. Vehicles are not allowed to proceed until the closed roads are re-opened.
9. A section of Shanghai Street between Jordan Road and Austin Road will be closed. Traffic along southbound Shanghai Street will turn either left or right into Jordan Road and will not be allowed to enter Austin Road until the closed roads are re-opened.
10. A section of Temple Street between Jordan Road and Austin Road will be closed. Traffic will continue along Jordan Road. Traffic on Temple Street will not be allowed to enter Austin Road until the closed roads are re-opened.
11. A section of Parkes Street between Bowring Street and Austin Road will be closed. Traffic will turn left into Bowring Street. Traffic on Parkes Street will not be allowed to enter Austin Road until all closed roads are re-opened.
12. A section of Bowring Street between Woosung Street and Canton Road will be closed. Vehicles travelling on westbound Bowring Street have to turn right into northbound Woosung Street.
13. Kwun Chung Street, Min Street and Scout Lane will be closed.
14. Sections of Woosung Street and Pilkem Street between Austin Road and Bowring Street will be closed.
15. A section of southbound Nathan Road between Jordan Road and Middle Road will be closed. Traffic along southbound Nathan Road will be diverted into Jordan Road.
16. A section of Austin Road between Canton Road and Cox's Road will be closed. Traffic along westbound Austin Road will be diverted into northbound Cox's Road and traffic along southbound Cox's Road will be diverted into eastbound Austin Road.
17. Pine Tree Hill Road and Hillwood Road will be closed. Traffic on Hillwood Road will not be allowed to enter Nathan Road until all closed roads are re-opened.
Phase V - Re-opening of the roads
When all runners have entered the West Kowloon Highway and all equipment along the route has been safely removed, all road closures and diversions in Phase II and Phase IV will be lifted. However, all road closures and diversions in Phase I will remain in force.
1. Lin Cheung Road, Wui Cheung Road, Canton Road, Kowloon Park Drive Flyover and Austin Road will be re-opened first.
2. Following this Nathan Road will be re-opened as far as Kimberly Road. Once the equipment at the starting point has been removed, southbound and northbound Nathan Road and Haiphong Road will be re-opened.
3. All other roads will then be re-opened.
While the equipment has been cleared and the last runner has entered Western Harbour Crossing, the southbound West Kowloon Highway will be reopened up to the slip road to Lin Cheung Road. Traffic will be diverted into southbound Lin Cheung Road.
Upon the last runner has passed through the Western Harbour Crossing, the section of West Kowloon Highway between Lin Cheung Road and toll booths as well as Western Harbour Crossing will be reopened to traffic.
(B) Emergency Access Routes:
Both directions of Salisbury Road, southbound Canton Road and southbound Chatham Road South will be used as the access route for emergency vehicles during the period of road closure.
(C) Hotel Access:
Vehicular access to and from hotels within the affected area during the Phase III and IIIA road closures will be allowed to enter the closed area at Canton Road junction with Haiphong Road while vehicular access to and from hotels within the affected area will not be allowed during the Phase IV road closures.
(D) Car park access:
Car parks may remain open during the event however the access may be restricted during the Phase IV road closures.
(E) On-street Parking:
On-street parking will not be suspended. As certain roads will be closed for the race, vehicles parked there will be prohibited to move or enter the race route. All vehicles parked in a way causing obstruction will be towed away.
(F) Closures at Airport Express Kowloon Station:
When the phase IV road closures implemented, access to the Kowloon Station will only be possible via westbound Austin Road West and southbound Lin Cheung Road. Vehicles leaving the Kowloon Station during Phase IV will be diverted to use Nga Cheung Road, eastbound Austin Road West, roundabout of Austin Road West, westbound Austin Road West, Nga Cheung Road Elevated Road and Hoi Po Road until the roads are re-opened.
(G) Closures at China Hong Kong Terminal:
During the phase IV road closure, access to China Hong Kong Terminal will only be possible via westbound Salisbury Road and northbound Kowloon Park Drive. Vehicles leaving China Hong Kong Terminal during Phase IV will be diverted to use northbound Canton Road, westbound Austin Road West, Nga Cheung Road Elevated Road and Hoi Po Road.
New Territories South

(A) Road closures:
The following road closures will be implemented from the specific period until 2 pm on February 12 or it is safe to re-open the roads to normal vehicular traffic.
Phase I - Will be implemented from 11.30 pm on February 11:
1. Upper deck of Kowloon-bound Lantau Link will be closed. Traffic heading to North West Tsing Yi Interchange from Kowloon-bound North Lantau Highway will be diverted to lower deck.
Phase II - Will be implemented from 12 am on February 12:
1. The slip road at Kowloon-bound Tuen Mun Road leading to Ting Kau Bridge will be closed;
2. Traffic from Tsing Long Highway (Tai Lam Tunnel) heading to Ting Kau Bridge will be diverted to Kowloon-bound Tuen Mun Road;
3. Traffic to Cheung Tsing Tunnel from Kowloon-bound Cheung Tsing Highway will be diverted to Tsing Yi Road West;
4. The slip road at eastbound Kwai Tsing Road (Tsing Yi South Bridge) leading to Kowloon-bound Tsing Kwai Highway will be closed;
5. The slip road at southbound Kwai Chung Road outside Dr Chung W K Memorial School leading to Kowloon-bound Tsing Kwai Highway will be closed;
6. The slip road at southbound Tsuen Wan Road outside Lai King MTR Station leading to Tsing Kwai Highway will be closed; and
7. The slip road at Mei Ching Road roundabout heading to Kowloon-bound West Kowloon Expressway will be closed.
(B) Road diversions:
Depends on the situation, the following traffic diversions will be implemented when required:
1. Traffic from Lantau Island to Kowloon will be diverted through the lower deck of Lantau Link, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road (Tsing Yi North Bridge), or via Tsing Yi Road West, Fung Shue Wo Road, Tsing Tsuen Road (Tsing Yi North Bridge), Tsuen Wan Road, Kwai Chung Road and Lai Chi Kok Road;
2. Traffic from Lantau Island to Tuen Mun and Yuen Long will be diverted through the lower deck of Lautau Link, northbound Ting Kau Bridge to Tuen Mun Road and Tai Lam Tunnel;
3. Traffic from Tuen Mun Road and Tai Lam Tunnel to the Airport and Lantau Island will be diverted through Kowloon-bound Tuen Mun Road (Ting Kau Section), Tsuen Wan Road, Tsing Tsuen Road (Tsing Yi North Bridge) and North West Tsing Yi Interchange to Airport-bound Lantau Link; and
4. Traffic from Ma Wan to Kowloon or Tuen Mun will be diverted through westbound Lantau Link, the lower deck of Lantau Link, North West Tsing Yi Interchange, Tsing Yi North Coastal Road and Tsing Tsuen Road (Tsing Yi North Bridge) to Kowloon or use northbound Ting Kau Bridge to Tuen Mun Road and Tai Lam Tunnel.
Hong Kong Island

(A) Road closures:
The following roads will be closed at midnight:
1. The southbound tube of Western Harbour Crossing;
2. Eastbound Connaught Road West Flyover between Shing Sai Road and Rumsey Street Flyover;
3. Eastbound Rumsey Street Flyover;
4. The 1st and 2nd traffic lanes of eastbound Connaught Road Central between Rumsey Street Flyover exit and Pedder Street Underpass entrance;
5. Eastbound Pedder Street Underpass;
6. The 1st and 2nd traffic lanes of eastbound Connaught Road Central between the exit of Pedder Street Underpass and Harcourt Road Flyover;
7. Eastbound Harcourt Road Flyover;
8. The southbound Tim Wa Avenue;
9. The eastbound Lung Wui Road between Edinburgh Place and Fenwick Pier Street; and the westbound Lung Wui Road between Tim Wa Avenue and Fenwick Pier Street;
10. Tim Mei Avenue, Performing Arts Avenue, Lung King Street and eastbound Fenwick Pier Street;
11. The eastbound Convention Avenue between Fenwick Pier Street and Expo Drive;
12. The northbound and eastbound of Expo Drive;
13. Southbound Expo Drive East;
14. The bus terminus and a surrounding road on Expo Drive East; and
15. The westbound outer lane of Gloucester Road from Arsenal Street, Harcourt Road, Connaught Road Central, Pedder Street Underpass, Rumsey Street Flyover, Connaught Road West towards Western Harbour Crossing.
The following road closures will be implemented when the first runner reaches Hong Kong Island:
1. A section of eastbound Harcourt Road between Cotton Tree Drive interchange and Performing Arts Avenue;
2. The "U" turn loop underneath Harcourt Road Flyover from westbound to eastbound;
3. A section of northbound Cotton Tree Drive between Lambeth Walk and Harcourt Road;
4. The left lane of Garden Road Flyover; and
5. A section of northbound Tonnochy Road between Gloucester Road and Harbour Road and a section of northbound Marsh Road between Gloucester Road and Hung Hing Road when situation warrants.
(B) Road diversions:
The following traffic diversions will be implemented at midnight:
1. Vehicles travelling along Hill Road Flyover will be diverted to the ground level of eastbound Connaught Road West;
2. Vehicles travelling along eastbound Shing Sai Road will be diverted to eastbound Connaught Road West;
3. Vehicles travelling along westbound Fenwick Pier Street will be diverted onto Fenwick Pier Street Flyover; and
4. Vehicles travelling on westbound Convention Avenue will be prohibited from turning right to northbound Expo Drive.
The following road diversions will be implemented when the first runner reaches Hong Kong Island:
1. Vehicles travelling along eastbound Harcourt Road will be diverted to Queensway via Cotton Tree Drive interchange;
2. Vehicles travelling along Garden Road Flyover will not be allowed from turning left into northbound Cotton Tree Drive;
3. Vehicles travelling along northbound Cotton Tree Drive will be diverted to Lambeth Walk;
4. Vehicles travelling along westbound Harcourt Road will not be allowed to make "U" turn into eastbound Harcourt Road; and
5. Eastbound Chater Road will be opened for vehicular traffic.
In addition, the Chater Road pedestrian precinct will be lifted temporarily between 6 am and 3 pm.
(C) Suspension of car parks:
The following parking spaces will be suspended temporarily between midnight and 4 pm:
1. All car parks at Lung King Street;
2. The coach car park at Expo Drive East; and
3. The public car park complexes at Tim Mei Avenue.
(D) Suspension of taxi and green mini-bus (GMB) stands:
The following stands will be suspended temporarily between midnight and 4 pm:
1. The taxi stand at Tim Mei Avenue;
2. The taxi stand and GMB stands at Lung Wui Road; and
3. The taxi stand at the north end of Expo Drive East.
(E) Suspension of bus stops:
The following bus stops will be suspended when the first runner reaches Hong Kong Island and will be opened once the traffic diversions on Connaught Road Central and Cotton Tree Drive Interchange are lifted:
1. The bus stop outside City Hall on the eastbound Connaught Road Central; and
2. The bus stop outside Lippo Centre on the southbound Cotton Tree Drive.
(F) Relocation of bus terminus:
The bus terminus at the north end of Expo Drive East will be relocated to Wan Chai Pier bus terminus between 1 am and 4 pm.
