Force officer goes working at UN


The Launching Ceremony for the second batch of Hong Kong Special Administrative Region (HKSAR) Junior Professional Officers to the United Nations (UN) was held at the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR on January 16. Commissioner Siu Chak-yee was invited to attend the ceremony. In this round, 12 public officers have been recommended by Central People’s Government to participate in the programme, including for the first time an officer from the Force.


Chief Inspector of Crime Wing Tong Hoi-yee will represent the Force to take up a position as a Junior Professional Officer at the UN Headquarters in New York for two years. She will be attached to the UN Counter-terrorism Committee Executive Directorate to help review the implementation of relevant UN resolutions in various countries and under different legal frameworks. This is an opportunity for inspectorate officers to widen their horizons outside Hong Kong. It also allows them to make use of the international platform to play a bridging role for the world to increase their understanding and recognition of our country and Hong Kong.


Crime Wing visits Korean Police


Crime Wing Headquarters (HQ) arranged frontline crime investigation officers from different districts to visit Korean National Police University and Seoul Gangnam Police Station between January 9 and 12, 2023 to enhance the frontline officers’ professional abilities and forge strategic partnership with overseas counterparts.


Chief Inspector Tai Yuk-lun led a 15-member delegation to visit facilities in Korean National Police University, Police Investigation Academy, Forensic Laboratories and Division of Forensic Entomology, Command and Control Centre in Gangnam Division and Firing Range. Korean law enforcement officers introduced their police training and career path to the delegates and shared their expertise in corpse’s fingerprint lifting, death investigation via analysis of insect types and sizes on the corpse, as well as their application of big data in policing. The delegation also exchanged the experiences and application of technology in policing with Korean counterparts.


This is the first overseas exchange that Crime Wing HQ has resumed since the outbreak of the epidemic. The visit not only broadened the officers’ horizon but also projected the professional image of the Force and enhanced collaboration between police officers of both sides. With the pandemic subsiding gradually, Crime Wing HQ will continue exploring and arranging overseas training opportunities for frontline investigation officers to bolster their professional capabilities and encourage them to join the crime stream.


Officer attends training in Spain


The Hong Kong Police College (HKPC) arranged Chief Inspector Cheung Hoi-ting to attend the leadership development course organised by IESE Business School of the University of Navarra at Barcelona of Spain between November 29 and December 2, 2022. Participants of the course comprised 40 civil servants and management staff from public and private sectors of Brazil, Canada, Germany, Iceland, Israel, Saudi Arabia, Spain and the UK.


The course covered knowing and managing oneself, and then extended to personnel and organisation management. IESE Business School invited scholars from Harvard Business School to teach ways to improve leadership skills. Different management issues and problems were also deliberated and analysed through case studies, group discussions and activities. The course offered a valuable platform for participants to share managerial experience and good practices so that they would know more about different organisational cultures and leadership styles for enhancing their leadership skills and international perspective.


HKPC will keep exploring more high-quality overseas training opportunities to equip Force members for the challenges ahead.


SQW visits Singapore for interflow


Assistant Commissioner (Service Quality) Tsang Yim-sheung led a seven-member delegation to visit Singapore Police Force (SPF) and INTERPOL Global Complex for Innovation (IGCI) between January 9 and 12 for enhancing the officers’ professional knowledge and broadening their horizons, with a view to steering excellence in service delivery and quality management Force-wide. 


The delegation visited the SPF Headquarters, Service Delivery Department, Inspectorate and Risk Management Department, Planning and Organisation Department, Internal Affairs Office and the headquarters of Woodlands Division. The visit was highly informative, with SPF officers sharing their experience in strategic planning, capability building and organisational development, robust governance and controls, and tapping technology like artificial intelligence for feedback analysis in optimising interaction with the community and garnering public support. During the visit to the Woodlands Division Headquarters, the SPF officers introduced various e-services and demonstrated how to operate the electronic self-help platform, including the Self-Help Kiosk and Found Property Drop Box. 


Moreover, accompanied by Superintendent Lam Wing-ho, who is on secondment to the IGCI of INTERPOL, the delegation visited the INTERPOL Innovation Centre and the Digital Forensics Laboratory to understand how INTERPOL views and identifies global situation related to future policing.
