Project PINPOINT, a project to promote the use of positioning devices among the elderly and mentally incapacitated person (MIP), is the first project that the Force collaborates with the Social Welfare Department (SWD). This “elderly and MIP-friendly” project has been piloted in Kowloon East (KE) since April 2022 and achieved significant results. SWD, Hong Kong Alzheimer’s Disease Association, social welfare organisations providing service to dementia sufferers and MIP in KE, as well as shopping malls and housing estates in the region, have been invited to join the project and promote the use of positioning devices for locating missing persons swiftly and accurately through a multi-agency approach to dovetail with digital policing. For persons with the potential of going missing, early intervention through the project can prevent such incidents from happening. The relatives expressed their gratitude and recognised the effect of the positioning devices.


Regional Missing Persons Unit of Kowloon East (RMPU KE) organised the launching ceremony for Project PINPOINT at Lok Fu on January 7, 2023. Regional Commander of KE Dr Law Yuet-wing officiated at the ceremony, which was attended by representatives from SWD, the social welfare and property management sectors, beneficiaries’ families, as well as Presidents and members of the Senior Police Call Honorary President Council. The “PIgeoN”, a homing pigeon mascot designed by RMPU KE, also appeared among the attendees to promote the use of positioning devices as a means to help the elderly, MIP and their caretakers. The promotion exercise aims to raise public awareness of the issue that dementia sufferers and MIPs might go missing, and join hands to build a caring and friendly community together.
