To further enhance officers’ knowledge and understanding of the Constitution of the People’s Republic of China (the Constitution), the National Security Department (NSD) will launch an activity named NScript Constitution in Calligraphy to tie in with the Constitution Day on December 4. Officers may join the NScript Pop-Up Store at the lift lobby on 3/F of the Police Headquarters (PHQ) between November 28 and December 10, and participate in the Constitution Writing Activity via this OffBeat issue.

• Constitution-related information will be displayed during the time-limited activity to help officers understand the spirit and content of the Constitution. Officers may also write down phrases and sentences about the content of the Constitution on the spot with an electronic writing brush on a “smart calligraphy desk”.
• Upon the completion of the writing, the “smart calligraphy desk” will provide a customised e-stamp for stamping on the work. Officers can print out their works on the spot and obtain QR codes for saving on mobile phones or for sharing in social media accounts.
Constitution Writing Activity
• The NSD is also pleased to launch the Constitution Writing Activity for force-wide participation via this OffBeat issue. Officers may trace the constitution-related content printed on the attached calligraphy copy sheet (Chinese version only) with a hard pen and send the photos of their completed calligraphy works together with their Chinese names, postings and contact phone numbers to nsd-cpa@police.gov.hk to receive a NSD desk calendar for 2023.
The Constitution of the People's Republic of China
The Constitution of the People’s Republic of China (the Constitution) was adopted at the Fifth Session of the Fifth National People’s Congress on December 4, 1982 and promulgated by the Announcement of the National People’s Congress on the same day.
The Constitution is the fundamental and supreme law of the state. As an important symbol and sign of the nation, it has the highest legal status, legal authority, and legal effect.
The Constitution is also the “root” and “origin” of the Hong Kong Special Administrative Region. It gives the legislative backing and source of power for the Basic Law, and provides a solid legal basis and constitutional framework to the basic policies of One Country, Two Systems, Hong Kong people administering Hong Kong and a high degree of autonomy.
The Constitution consisits of the following five parts
1. Preamble – Giving a brief account of the founding history of the state, the fundamental policies, nature and form of the state, and the effect of the Constitution;
2. General Principles – Defining the state system, the fundamental policies of the state, etc.;
3. Fundamental Rights and Obligations of Citizens – Setting out the human rights and obligations of citizens;
4. State Institutions – Stipulating the National People’s Congress as the highest organ of power and the legislature; and
5. The National Flag, National Anthem, National Emblem and the Capital – Stipulating the basic symbols of the nation.
About the Constitution Day
With the aim of enhancing public awareness of the Constitution, promoting its spirit, strengthening its implementation and advancing the nation’s overall law-based governance, the Standing Committee of the Twelfth National People’s Congress decided in November 2014 to designate December 4 as the Constitution Day.
