KWTDIST
Kwai Tsing District (KWTDIST) received a telephone deception case on June 27 in which a swindler impersonated a law enforcement officer of the Mainland authority. The victim received a phone call from the swindler who alleged that she was involved in a money laundering case in the Mainland. She then transferred about $20,000 into a designated bank account. Being unable to retrieve the money, she suspected that she had been deceived and therefore she called the police for help.
The case was passed to District Investigation Team 5 of KWTDIST, whose officers secured oral statement from the victim immediately. Because of the bad experience from the fraud, she suffered enormous stress mentally. It was lucky that given the officers’ consolation efforts, she overcame the fright and gave a clear account of the case. In accordance with the Project Deception Victim Counselling of New Territories South Region, the officers provided counselling service to the victim and reminded her to change her bank account and personal information promptly to avoid being deceived again. She especially asked the staff of Hong Kong Federation of Youth Groups to write a complimentary letter to express her appreciation for the KWTDIST officers’ professionalism in handling the case.
The Force always gives high priority to combatting deception cases of various nature. In this instance, the professionalism and empathy exhibited by the KWTDIST officers in handling cases have greatly enhanced the confidence in the Force among the general public.

On May 17, the Force received a request for assistance from a woman who claimed that her father, who was in his 70s with dementia, went missing in Quarry Bay. Upon receiving the request, Inspector Yong, Station Sergeant Yeung, Station Sergeant Chow, Sergeant Chan, Police Constable Lai and Police Constable Hui of Patrol Sub-unit 4 of North Point Division first comforted the informant and swiftly launched a search. They also released the physical features of the missing old man to facilitate search conducted by other officers of the unit. Upon thorough search, the officers soon located the elderly man on King’s Road near Kam Ping Street. It was fortunate that he was found uninjured upon physical check.
The daughter of the old man subsequently wrote an appreciation letter for the professionalism displayed by the officers. By handling cases of various nature professionally and wholeheartedly every day, officers can maintain the Force’s positive image and enhance public confidence.
An Extract from the Informant's Appreciation Letter to the Force
... I would like to give my praise to the police officers of Patrol Sub-unit 4 of North Point Division. They acted promptly and located my father successfully within a short time. The officers, who were meticulous and patient, kept comforting my old father and advised me to have an examination with him at hospital. They also gave me a lot of useful advice to prevent occurrence of such cases. I am most grateful to the Hong Kong Police Force.
