The Professional Certificate Programme in Drill Instructor Training organised by the Drill and Musketry Unit, Recruit Police Constable Training Division, School of Foundation Training has become the first Qualifications Framework (QF) recognised programme undergone the Internal Learning Programme Accreditation (ILPA) process after the Hong Kong Police College (HKPC) being granted the Programme Area Accreditation (PAA) status by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications since January 2020. The programme was successfully accredited at QF Level 4. It aims to equip drill instructors of the Police Force as well as other disciplined services with the necessary knowledge and skills in performing drill instructional and ceremonial duties.
The ILPA was conducted by the Programme Accreditation Panel (PAP), which consisted of professionals in the field of education and training, as well as quality assurance and accreditation. The PAP conducted rigorous scrutiny of the programme quality by reviewing the submitted documents as well as conducting on-site interviews with programme leaders and instructional staff in mid-September. Upon conclusion of the assessment, the PAP agreed that the programme pitched at the stated QF level appropriately and recommended to the Quality Assurance Committee (QAC) of the HKPC for accreditation approval of the programme. The QAC endorsed the programme formally on October 30 and commended the overall assessment arrangement of the programme which exercises appropriate checks and balances in designing and conducting assessments.
The HKPC will continue to seek opportunities for internal accreditation of learning programmes and provide accreditation-related assistance to Formations in their pursuance of learning programme accreditation by the HKPC in order to continuously strengthen the professional training to Force members.
