Traffic New Territories South (T NTS) conducted an inter-departmental tabletop exercise, codenamed “RAINARROW 2020”, for the Tuen Mun-Chek Lap Kok Link Northern Connection which will be commissioned in December 2020.


The exercise was held at the NTS Regional Headquarters on October 22, with the participation of the Fire Services Department, Transport Department, Hospital Authority, Highways Department, a tunnel management company, a bus company, as well as representatives from different Police Formations including Lantau District, Airport District, Emergency Unit of NTS and Traffic New Territories North.


The exercise aimed to establish the command structure, procedures and response plans about major incidents, enhance the interoperability of the Region and other stakeholders in handling serious incidents, and enable the participants to familiarise themselves with the relevant protocols.


The exercise covered several scenarios about accidents involving different types of vehicles at various sections within the tunnel area, in order to test the participants’ capability to handle traffic accidents at the technical and management levels. All participants worked together to coordinate plans to conduct an evacuation, handle casualties and other affected persons, release information to the public, and maintain overall traffic movement. The participants were then invited to provide feedback based on their experience in the drill.


The exercise strengthened the ability of the frontline units to assess situations and communicate with other stakeholders, thereby enhancing their competence to respond to major incidents in the new tunnel. The exercise also enabled the participants to prepare for the on-field exercise before the commissioning of the tunnel in December 2020.
