The Emergency Unit of Kowloon West (EU KW) conducted a major incident exercise, codenamed "ROARCRUSH", with the Fire Services Department and the Mass Transit Railway (MTR) Corporation on May 5. This "cold start" exercise aimed to test and strengthen communication and interoperability of different departments in handling major incidents on the railway system.

The exercise simulated a large group of people leaving Sham Shui Po Sports Ground after a music carnival, and some of the teenagers playing on a platform of Lai Chi Kok MTR Station, causing a dust explosion and multiple injuries. Over 200 officers from the EU, the Police Tactical Unit, the Regional Crime Unit (RCU) and Traffic Formation of KW; Cheung Sha Wan Division, Railway District and the Railway Response Team participated in the exercise. A Forward Control Point was set up at the scene to co-ordinate rescue operations.

In addition, more than 100 members of the Civil Aid Service, the Police Mentorship Programme, Project ACHIEVE and the Police Oriented Tactical Emergency Medicine Course were invited to act as passengers and injured persons. A simulated hospital was set up in Sham Shui Po Police Station for the reception of casualties. Officers of RCU were tasked to carry out casualty documentation work.

The exercise strengthened the ability of the officers to assess major incidents, deploy manpower and resources, and maintain effective communication with other departments and organisations.
