The Force makes every effort to recruit high-calibre candidates and provide staff members with suitable staff development opportunities. The aim is to ensure all staff members are capable of advancing the Force's Strategic Directions and carrying out their duties in the most professional manner. Members are also encouraged to shoulder social responsibility by participating in voluntary activities in their spare time.

Human Resources

To attract young job seekers, the Force appointed five police officers as Recruitment Spokespersons in April and May. The five officers took part in a series of events to promote job diversity within the Force.

To facilitate applications from university students, the Force organised a 'Police University Recruitment Express' at 11 institutes across Hong Kong between September and October. Students could apply on the spot for the positions of Police Constable, Probationary Inspector and Auxiliary Police Constable, and undergo the selection process on campus as well. Serving officers who were alumni of the universities also shared their experiences with the students.

To recruit Hong Kong students living on the Mainland and facilitate the start of their police foundation training after graduation, the Force sent a delegation of Recruitment Division personnel, Police College instructors and Recruitment Spokespersons in November to conduct the first 'Hong Kong Police University Recruitment Express' on the Mainland by visiting Jinan University and Huaqiao University in Guangdong and Fujian provinces respectively. The delegation dispensed recruitment information and selected candidates on-site.

In October, the Police Recruitment Centre opened officially at the Police Headquarters in Wan Chai to provide the public with recruitment information and let them experience part of the selection procedures.

Caring Culture and Support

To facilitate influenza vaccinations for officers, the Force continues to arrange medical organisations to offer outreach injections on police premises including the Police Headquarters, Regional Headquarters and divisional police stations. Over 5,600 officers were vaccinated in 40 sessions of the group vaccination service in 2022.

The Force was awarded the 15 Years Plus Caring Organisation Logo from the Hong Kong Council of Social Service once again in recognition of its contributions to caring for the community, its employees and the environment over the past 17 years. The Personnel Wing will continue to inspire corporate social responsibility by fostering a healthy and caring culture within and beyond the Force.

Psychological Wellness

The Psychological Services Group promotes psychological wellness amongst the Force's members under a 'HEalthy and Resilient Officer' (HERO) programme. It has been rolling out wellness activities to enhance the psychological wellness and resilience of members during the pandemic. Activities in 2022 included a HERO Song Dedication Station, a video series of Diet Tips for Officers Recovering from COVID-19, Mindfulness for Life Workshops, Team Building Workshops using Expressive Art, and a HERO Radio Drama Competition.

Under the HERO campaign, a Sleep Centre for Operations and Personal Enhancement was launched on May 26 as a key project. It offers a combination of research, therapy and psychoeducation.

The Psychological Services Group has trained a group of Pastel Nagomi Art Associate Instructors who are police and civilian volunteers. They submitted artworks for a Pastel Nagomi Art exhibition held in Singapore between November 12 and 20. To echo the exhibition theme Love Stories 2022, they expressed through the artworks their love for their police work, family, nation and life. Proceeds arising from artworks sold during the exhibition will be donated to charity.

Social Responsibility Partnership

During the fifth wave of the COVID-19 pandemic, the Hong Kong Police Volunteer Services Corps, with 35 volunteer teams, continued to serve the community proactively by providing more than 23,000 hours of service.

Many members of the Force also participated in charity events in their spare time, including the Law Enforcement Torch Run for Special Olympics Hong Kong and activities of the Community Chest.

Through blood donation events, 332 units of blood were collected and 85 officers registered to donate bone marrow. A total of 61,253kg of used clothing, toys, small appliances and other items were collected for Christian Action, and the proceeds will go to services that care for the needy.

Hong Kong Police College

From July 1, the Force fully adopted the Chinese-style foot drill. The first passing-out parade of the Hong Kong Police College (HKPC) conducted in the Chinese style was held on July 9, with the Chief Executive as the Reviewing Officer.

To celebrate the 25th Anniversary of the Establishment of the HKSAR, the HKPC organised a charity concert at the Hong Kong Cultural Centre on July 30 and 31. The Police Band staged performances jointly with youth musical groups and renowned local singers to raise over HK$5 million for four local charities. On September 24, the HKPC took the lead in assisting the Security Bureau to organise a 'Together We Prosper' Grand Parade, which displayed the debut of a joint Disciplined Services Chinese-style foot drill along with youth, canine and musical shows.

In mid-September, the Police Museum at the Peak reopened after a 28-month revitalisation project. The museum was revamped with a people-oriented approach and now features interactive technology and a modern feel to help visitors fully understand the glorious history and industrious work of the Force. The exhibition in the Thematic Gallery featured the 'HKSAR 25th Anniversary Celebrations and National Security' to enhance the public's understanding of national security.

The HKPC embraces the use of technology to train officers. In 2022, it won gold and silver awards in Brandon Hall Group Excellence in Technology Award Program 2021, and a bronze award in Learning Technologies Awards 2022. Winning these two industry-leading international awards marked an achievement and a milestone for the Force in applying learning technologies.
