Perspective view
The Finance Wing is responsible for prudently managing the Force's financial resources and overseeing the finances of budget holders within the Force. In addition to performing its core administrative duties in 2018, the Administration Wing took steps to increase the efficiency and cost-effectiveness of a number of its supporting services, while continuing its efforts to foster good staff relations at the civilian grade level. The Planning and Development Branch continued to support the development and implementation of capital works projects undertaken to enhance and improve Force facilities to ensure that professional policing services are provided to the community.
The total expenditure of the Force for the financial year ending March 31, 2019 has been estimated as $19.7 billion, which is approximately 4.4 per cent of the Government's total budget for the year. Salaries and allowances account for about $15.8 billion of this figure, with departmental expenses and capital items accounting for the remaining funds. Fines, penalties and other fees and charges are expected to produce about $838 million in revenue.
The Force has a civilian establishment of around 4,600 staff, who provide administrative, secretarial and technical support services for Police operations. In 2018, the Administration Wing continued to streamline its administrative procedures and to better deploy resources to increase overall efficiency. Among the measures used to achieve these goals were the redeployment of manpower to cope with new or ad hoc responsibilities, the implementation of the Post-retirement Service Contract Scheme, Final Extension of Service of Civil Servants, Further Employment beyond Retirement Age, Option for Officers Appointed to the Civil Service between June 1, 2000 and May 31, 2015 to Choose to Retire at the Age of 60 or 65, and the formulation of sustainable succession plans for various civilian grades.

The construction of Kowloon East Regional Headquarters and Operational Base cum Ngau Tau Kok Divisional Police Station is ongoing and will be completed in the fourth quarter of 2019. This new integrated complex at Concorde Road, Kai Tak will centralise Regional units, improving the Force's operational efficiency and its ability to cope with new challenges arising from the development of Kowloon East.
In September, a new generation report room (NGRR) in Tseung Kwan O Police Station was commissioned. It offers enhanced security and provides greater privacy for those making reports. Tseung Kwan O Police Station is the first police station to install a padded temporary holding area inside the report room under a pilot scheme for enhancing detention facilities. In addition, there are several NGRR refurbishment projects under active construction, including the refurbishment of North Point Police Station and Mong Kok Police Station, which will be completed in the first quarter of 2019, and the refurbishment of Sha Tin Police Station and Tuen Mun Police Station, which will be completed in the third quarter of 2019 and the first quarter of 2020 respectively.
The Redevelopment of the Junior Police Officers Married Quarters at Fan Garden, Fanling commenced in June 2017 and will be completed in the first quarter of 2021. Upon completion, the project will provide 1,184 new quarters units for the Junior Police Officers.
The new Police facilities at the West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link and at the Hong Kong-Zhuhai-Macao Bridge new boundary crossing were commissioned in September and October respectively. Police facilities at Heung Yuen Wai Boundary Control Point are under construction and will be completed in the third quarter of 2019.
