Meeting Targets with Efficiency
In 2006, the Finance Wing continued to exercise a strong sense of prudential care in the management of financial resources. Several significant targets were met. Priorities for the future are to reach the overall goal of Efficiency Savings by 2007/08, and to continue placing financial authority in the hands of budget holders.
The Administration Wing introduced a series of measures to enhance the efficiency and cost-effectiveness of the services rendered by civilian staff. For the future, it will continue to identify ways and means to further improve the quality of its services and to promote staff relations in the civilian grades.
During the year, the Planning and Development Branch oversaw the commissioning of a new strategic headquarters and operational base at Ma Liu Shui respectively for the Marine Outer Waters District and Marine North Division. Several new boundary crossing projects incorporating police facilities were also completed or were nearing completion.

2006/07 Financial Results
For the financial year ending March 31, 2007, the total expenditure of the Force was estimated to be $10.9 billion, amounting to about 5.1 per cent of the Government's total budget for the year. Of this allocation, salaries and allowances accounted for about $9.5 billion, with the rest being contributed by departmental expenses and capital items. Fines, penalties and other fees and charges are expected to produce about $442 million in revenue.
One-line Vote
Under the 'One-line vote' arrangement, expenditure under various traditional sub-heads has now been pooled under the sub-head of operational expenses. Subject to prescribed conditions, the Force has the flexibility to vire funds between categories under this sub-head without having to seek prior approval. This arrangement continued to considerably facilitate decision-making in resource management. For the financial year ending March 31, 2007, the arrangement was invoked for some $84 million of departmental expenditure.
Administration Wing
The Force has a civilian establishment of over 4 800 to provide administrative, secretarial and technical support services to Police operations. A number of initiatives were implemented in 2006 to streamline procedures and optimise deployment of resources. They included the amalgamation of registries, the rationalisation of deployment of Workmen II, and the use of part-time interpreters in the provision of interpretation service.
Planning and Development Branch
The new purpose-built Marine Outer Waters District Headquarters and Marine North Division Operational Base at Ma Liu Shui were completed in April and became fully operational in August. The new complex provides officers of the Marine North Division with an improved working environment and support facilities, thus enhancing operational efficiency in the delivery of services to the community. The complex is modern and environmentally friendly with an aesthetic design. Support facilities include a vessel repair bay, front-line maintenance workshops, underground fuel tanks, a 6.5-tonne pillar crane, and a well-equipped pier. All these are essential for providing quality support and maintenance services to the Marine Police fleet.
The Marine Outer Waters District Headquarters is now more centrally situated, enabling a more efficient deployment of resources and quicker response to major incidents. The strategic location will also improve the District's capabilities to cope with the challenges mounted by infrastructure developments at Deep Bay and Lantau Island.
During the year, funding of $243.2 million for the construction of a new Central District Headquarters (CDIST HQ) and Central Division (CDIV) was approved by the Finance Committee of Legislative Council (LegCo). Construction works are scheduled to commence in early 2007 for completion in end 2009. The project will allow for the permanent relocation of the CDIST HQ and CDIV from their present site and enable Wan Chai District Headquarters and Wan Chai Division to move to the Arsenal House Complex as originally planned. The new building will be constructed adjacent to the existing Waterfront Division (WFDIV). Upon project completion, CDIV will amalgamate with WFDIV to achieve better use of resources and higher cost effectiveness.
To increase the capacity of the vehicle boundary crossings between the Hong Kong Special Administrative Region (HKSAR) and Shenzhen to cope with rising demand, the HKSAR Government has fast-tracked several cross-boundary traffic projects that incorporate police facilities. The Deep Bay Link highway in Yuen Long and the Shenzhen Western Corridor (a bridge across Deep Bay) were completed in December. The boundary crossing facilities at the KCR East Rail Sheung Shui to Lok Ma Chau Spur Line and Shekou in the Mainland are now at a very advanced stage of development and the facilities are due for completion by early and mid 2007 respectively. Other cross-boundary projects with police facilities included are the Tuen Mun Ferry Pier and Sky Plaza at Hong Kong International Airport. The former was completed and in operation in November while the latter will become operative in early 2007.
In order to alleviate the shortfall in the provision of departmental quarters, particularly to cater for the demand of increasing junior police officers (JPO) working in North-West New Territories, the Force has sought funding from LegCo in July for construction of 336 quarters at Areas 44, Tuen Mun. The construction is scheduled to commence in November 2007 for completion in March 2010. Completion of this project will improve the geographic distribution of JPO married quarters in the northern New Territories.
