Environmental Report The Hong Kong Police Force remains highly committed to conserving the environment through efficient use of resources and energy, the reduction of waste and pollutants, and the development of an environmentally responsible culture among its members. Over the year, progress was made in terms of energy conservation in existing buildings, in the reduction of paper consumption, and in the recycling of wastes. For the future, we intend to adopt as many environmentally friendly products as possible, and to pursue environmentally innovative ideas. Policy Our mission is to enhance the environmental awareness of all Force members through education and publicity, and to encourage their participation in conserving the environment; to work with relevant organisations to incorporate environmental management in the Force; to develop and maintain a management system to improve the environmental quality of our activities; and to comply with relevant legislations and codes of practice. Achievements Energy Conservation in Existing Buildings The difficult task of incorporating energy conservation features into existing police buildings continued to show progress. Following a Stage III Energy Audit carried out by the Electrical and Mechanical Services Department for Arsenal House and Arsenal House West Wing, four energy management opportunities were identified for implementation. These included installing variable speed motor controls for fresh air units in air-conditioning systems, grouping summation meters under one energy bill to reduce the maximum demand charges paid under individual transformer meters, replacing power factor improvement equipment, and installing automatic control of the refrigeration plant/Central Control and Monitoring System. Paper Consumption The Force is committed to exercising stringent control on paper allocation and has continuously explored new ideas for cost-effective ways to minimise paper use under the Information Systems Strategy Plan. Wong Tai Sin Police District has been piloting 'The Paperless Morning Conference'. It is estimated that 275,000 sheets of A4 paper can be saved each year in the District. Further reduction will be possible through the greater use of electronic communications in the Force. Air Quality The police diesel fleet switched to ultra-low sulphur diesel to reduce the level of pollution from its emissions in compliance with Government policy. Recycling of Wastes To encourage colleagues to become involved in green management, the Force joined a range of recycling programmes including paper, aluminium cans, laser-jet and inkjet printer cartridges. The Future The Force is always ready to try out environmentally friendly products to assess their practicality. Canteen contractors of the Wong Tai Sin Division Police Stations have been using environmental friendly lunch boxes. The Force has also been conducting trials with leadless ammunition. The Force will continue to make every endeavour to pursue other environmentally innovative ideas in all its areas of business. |
