The Hong Kong Award for Young People (HKAYP), formerly known as the Duke of Edinburgh’s Award Scheme (DEA) was found in 1956. The scheme was introduced to Hong Kong in 1961 and implemented in the Police Force in 1973. Hong Kong Police Operating Authority (POA) is one of the 19 Operating Authorities under the HKAYP Scheme. It is licensed by the HKAYP Award Council to carry out the Award Programme according to its objectives and the conditions of the Award. Currently, the Commissioner of Police is one of the Honorary Advisers of the HKAYP Scheme. In 2019, POA was granted with autonomy in Gold Level Assessment of HKAYP.
