SMS Reminder Service

With a view to enhancing service quality, the Police Licensing Office offers a free SMS Reminder Service to applicants and holders of Security Personnel Permit (SPP). SMS messages will be sent to remind the dates of collecting SPP (for new applicants), renewing SPP (within the period of 3 to 6 months before permit expiry date) and submitting medical certificate (for holders aged 65 and biennially thereafter).

Applicants for new and renewal applications may subscribe the service through the respective form (Pol. 966). Holders may subscribe or cancel the service through the form “Replacement of Security Personnel Permit or Change of Personal Particulars” (Pol. 1100).

Employers

Section 11 - Restrictions on supplying individuals to do security work

  1. No person other than a company acting under and in accordance with a licence shall supply, agree to supply, or hold himself out as supplying any individual to do security work for another person for reward.

  2. No person shall supply an individual to do any type of security work for another person unless the individual-

    (a) is the holder of a permit that is valid for that type of work; or
    (b) is to do the security work otherwise than for reward.

Offence: In accordance with Section 31(1), any person who contravenes section 11(1) commits an offence and is liable on conviction to a fine of $100,000 and to imprisonment for 2 years. In accordance with Section 31(2), any person who contravenes section 11(2) commits an offence and is liable on conviction to a fine of $10,000 and to imprisonment for 3 months.

Section 12 - Restrictions on obtaining benefit of security work

  1. No person shall authorize or require another person to do any type of security work for him unless the other person-

    (a) is a holder of a permit that is valid for that type of work, a licensee, or an individual supplied by a licensee; or
    (b) is authorized or required to do the work otherwise than for reward.

  2. Subsection (1) does not apply to an occupier of domestic premises who authorizes or requires another person to do security work for him in relation only to those premises.

  3. In this section, "domestic premises" (住所) means premises used or intended to be used solely or principally for residential purposes and constituting a separate household unit.

Offence: In accordance with Section 31(2), any person who contravenes section 12 commits an offence and is liable on conviction to a fine of $10,000 and to imprisonment for 3 months.

Section 13 - Obligations of employers in respect of security work

  1. Subject to subsection (3), any person who employs an individual to do security work, whether for him or another person, for reward shall within 14 days after the commencement of the employment, give written notice to the Commissioner of the names of the employer and the employee and of the date on which the employment commenced.

  2. Subject to subsection (3), any person who ceases to employ an individual to do security work for reward shall within 14 days after the termination of the employment give written notice to the Commissioner of the names of the employer and the former employee and of the date on which the employment ceased.

  3. Subsection (1) does not apply to an occupier of domestic premises who employs, and subsection (2) does not apply to an occupier of domestic premises who ceases to employ, an individual to do security work for him in relation only to those premises.

Security Personnel

Section 10 - Restrictions on doing security work

No individual shall do, agree to do, or hold himself out as doing or as available to do, security work for another person unless he does so-

(a) under and in accordance with a permit; or
(b) otherwise than for reward.

Offence: In accordance with Section 31(2), any person who contravenes section 10 commits an offence and is liable on conviction to a fine of $10,000 and to imprisonment for 3 months.

The Policy of the Commissioner of Police on the Issue of Security Personnel Permits
Please ensure that you have enclosed the following :
1. An application form shall be duly completed and signed.
2. A photostat copy of the applicant’s Hong Kong identity card.
3.

A recent photograph of full face without a hat of size not smaller than 50mm x 40mm, which must be affixed to Part G of the Application Form and endorsed by a company chop if you have a prospective/existing employer.

For Category A and/or B security work, if the applicant is 65 years of age or above, please attach the original of a medical certificate issued by a registered medical practitioner.  A medical certificate is to be submitted once every two years afterwards.  For Category A, B and/or C security work, if the applicant is aged below 65, a medical certificate issued by a registered medical practitioner may be required if the Commissioner of Police reasonably considers necessary.  A standard medical certificate report form is available at the Licensing Office.

For Category D security work, the applicant should have received appropriate training or can demonstrate the capability and proficiency in the skills/technique required in performing his/her job.  (The applicant should attach copies of certificate of relevant technical training, or records of employment showing his/her past experience in this category of security work.)  For new application, the applicant must produce a letter of employment from the prospective employer.

Applicants may pay the required fee by cash, crossed cheque, Octopus Card or EPS.

  • For payment by cash, please pay at the Shroff Office at 11/F, Arsenal House according to the guidelines by staff. The Shroff Office stops service between 13:00 and 14:00 hours and after 16:45 hours. Please do not send cash by post.
  • For payment by cheque, please prepare a crossed cheque for payment of the application fee ($50) and the issue of a Security Personnel Permit ($110) amounting to $160.  The cheque should be made payable to “The Government of the Hong Kong Special Administrative Region”.
7. A photostat copy of both sides of the applicant’s current/expired Security Personnel Permit for renewal/ re-apply application.

A photostat copy of the applicant’s residential address if the applicant requests the permit to mail to his/her residential address. e.g. letters from government departments, bills from utilities companies or letters from banks.
