Traffic arrangements for Lunar New Year Fairs
Police will implement special traffic arrangements and crowd management measures in various districts to facilitate members of the public going to the Lunar New Year Fairs.
A Police spokesman said the primary objective of those measures was to ensure public safety.
He also said that Police would not tolerate troublemakers whose act would cause danger to themselves and other members of the public.
"Police will issue verbal advice and warnings to trouble makers and take enforcement actions when they do not take heed of these advice and warnings."
Member of the public were also reminded that they should avoid discharging aerosol spray in crowded places as it would cause a potential danger to the public.
Anyone who discharges fireworks will be arrested.
"For the sake of their own safety, fair-goers should be considerate, courteous, patient and exercise restraint especially in crowded places," he appealed.
Fair-goers should pay attention to the directional signs erected and also follow instructions given by Police officers. If situation so warrants, Police may direct fair-goers from crowded places and implement a queuing system.
Fair-goers should also take good care of their personal property and their accompanying children and elderly.
Members of the public should not hesitate to report crimes and missing persons cases to report centres or duty Police officers at the scene.
Turning to the traffic arrangements, the spokesman urged the public to make full use of public transport.
As a number of roads will be closed, motorists were requested to avoid going to Causeway Bay if possible.
He warned illegal parking and waiting would be severely dealt with.
"Vehicles illegally parked will be towed away without prior notice," he added.
He also reminded MTR passengers not to use MTR stations as meeting places and not to bring metallic balloons.
"Public pay phones inside busy MTR stations will be suspended," the spokesman said, adding that some entrances/ exits in some busy MTR stations would be closed or changed to one-way IN or one way OUT.
"This is especially so in Causeway Bay and Tin Hau MTR Stations in the Lunar New Year's Eve," the spokesman added.
"Passengers should follow directional signs put up at those entrances/exits and inside the MTR stations, and should at all times follow instructions of Police officers and MTRC staff," he noted.
Victoria Park

(A) Road closure:
The following roads may be closed depending on the crowd and traffic situation between now and January 27:
- Lockhart Road east of Percival Street;
- Jaffe Road east of Percival Street;
- Cannon Street;
- Paterson Street;
- Great George Street;
- Sugar Street;
- Cleveland Street between Gloucester Road and Kingston Street;
- Kingston Street;
- Inner Gloucester Road northbound and southbound between Causeway Road and Victoria Park Road Flyover (Tai Hang Flyover northbound will remain open unless the crowd situation warrants); and
- If necessary, Hing Fat Street between Causeway Road and Lau Sin Street will be made restricted zones to all vehicles except franchised buses and green mini-buses.
(B) The following traffic arrangements will be implemented on January 25:
Pedestrianisation (from 4 pm to 12 pm):
1. Lockhart Road east of Cannon Street;
2. East Point Road; and
3. Great George Street west of Paterson Street.
Suspension of parking spaces:
1. All public carparks will be suspended between 4 pm and 1 am the following day at all the closed roads.
(C) The following traffic arrangements will be implemented on January 26 to 27:
Pedestrianisation (from 4 pm to 4 am the following day):
1. Lockhart Road east of Cannon Street;
2. East Point Road; and
3. Great George Street west of Paterson Street.
Suspension of parking spaces:
Hing Fat Street Carpark will be suspended from 12 noon on January 26 to 9 am on January 29. All public carparks will also be suspended between 4 pm and 4 am on the following day.
(D) The following traffic arrangements will be implemented on January 28:
Pedestrianisation (from 12 noon to 7 am on January 29):
1. Lockhart Road east of Cannon Street;
2. East Point Road;
3. Great George Street west of Paterson Street; and
4. Pak Sha Road Pedestrianization zone.
Suspension of parking spaces:
Hing Fat Street Carpark will be suspended from 12 noon on January 26 to 9 am on January 29. All public carparks will also be suspended between 8 am on January 28 and 7 am the following day at the following locations:
1. Public carparks located at the Phase IA to II road closures area will be suspended;
2. Tung Lo Wan Road;
3. A section of Lockhart Road between Percival Street and Marsh Road;
4. A section of Jaffe Road between Canal Road East and Percival Street including the taxi stand;
5. Yun Ping Road (excluding the taxi stand);
6. Paterson Street (including the taxi stands between Great George Street and Gloucester Road);
7. Sun Wui Road;
8. Hoi Ping Road;
9. Keswick Street;
10. Taxi stands at Lau Li Street, Ngan Mok Street and Electric Road;
11. Jaffe Road east of Percival Street;
12. Tsing Fung Street: and
13. Sugar Street Public Light Bus Stand will be suspended from 4 pm.
Phase IA (from 12 noon and as necessary)
Road Closures:
1. Paterson Street;
2. Kingston Street;
3. Great George Street; and
4. Cleveland Street.
Suspension of Taxi Stand and Green Minibus Stand:
1. The taxi stand at Paterson Street will be suspended; and
2. The Green Minibus Stand at Paterson Street will be suspended.
Phase I (from 4 pm and as necessary)
1. Lockhart Road east of Percival Street;
2. Jaffe Road east of Percival Street;
3. Cannon Street;
4. Sugar Street;
5. Jardine's Bazaar and the Inner lane of Pennington Street between Irving Street and Yee Wo Street;
6. Inner lane of Hennessy Road westbound between Jardine's Bazaar and Lee Garden Road;
7. Southbound Gloucester Road between Causeway Road and the down ramp of Victoria Park Road Flyover;
8. Tai Hang Road Flyover southbound;
9. A section of southbound Hing Fat Street between Wing Hing Street and Tsing Fung Street;
10. A section of Electric Road between Yacht Street and Park Tower (except franchised buses, local residents, Police and FEHD vehicles); and
11. The inner lane of Hennessy Road and Yee Wo Street eastbound between SOGO Crossing and Lee Garden Road will be closed for vehicular traffic.
Traffic Restrictions:
The following roads will be closed to all vehicles (except Franchised Buses, Public Light Buses and Trams) between 7 pm on January 28 and 7 am the following day:
1. Moreton Terrace;
2. A section of Hennessy Road eastbound between Percival Street and East Point Road;
3. A section of Yee Wo Street eastbound (Public Light Buses are allowed to drop off passengers only at Yee Wo Street eastbound between Paterson Street and Sugar Street);
4. A section of Causeway Road westbound between King's Road and Leighton Road; and
5. A section of Causeway Road eastbound between Yee Wo Street and Hing Fat Street.
Learner drivers will be banned from using the following roads from 7 pm on January 28 to 7 am on January 29:
1. Leighton Road (except westbound carriageway between Percival Street and Wong Nai Chung Road);
2. Tin Lok Lane;
3. Caroline Hill Road;
4. Eastern Hospital Road;
5. Tai Hang Road north of Lai Tak Tsuen Road;
6. Tung Lo Wan Road;
7. Electric Road south of Gordon Road;
8. Morrison Hill Road north of Queen's Road East;
9. Hennessy Road eastbound;
10. Tin Hau Temple Road westbound, west of Cloud View Road; and
11. Wan Chai Road eastbound.
Re-routing:
1. Lau Li Street will be re-routed one-way westbound between Electric Road and Hing Fat Street with no access for Public Light Buses.
Road Closures:
Phase II (from 8 pm):
1. A section of Percival Street between Lockhart Road and Hennessy Road;
2. A section of Canal Road East between Hennessy Road and Lockhart Road;
3. Shelter Street;
4. A section of Cleveland Street between Gloucester Road and Kingston Street;
5. Eastbound Kingston Street between Paterson Street and Inner Gloucester Road;
6. A section Paterson Street between Kingston Street and Inner Gloucester Road;
7. The kerbside lane of Inner Gloucester Road between Gloucester Road Service Road and Cannon Street;
8. Tai Hang Flyover northbound (the actual closing time may vary depending on the prevailing crowd situation); and
9. A section of Hing Fat Street between Causeway Road and Lau Li Street (the actual closing time may vary depending on the prevailing crowd situation).
Traffic Restrictions:
(a) The following roads will be closed to all vehicles except Franchised Buses, Green Mini Buses and Trams:
1. A section of Hennessy Road westbound between Jardine's Bazaar and Percival Street;
2. Westbound Yee Wo Street;
3. A section of Hing Fat Street between Causeway Road and Lau Li Street;
4. Irving Street (excluding vehicles to Regal Hong Kong Hotel); and
5. A section of Pennington Street between Keswick Street and Yee Wo Street (vehicles including public light buses must turn right to Keswick Street).
(b) Vehicles (except franchised buses) on Tin Lok Lane will be diverted to turn left at its junction with Hennessy Road;
(c) Vehicles from Victoria Park Road/Island Eastern Corridor (except franchised buses) will be prohibited to turn left onto Cleveland Street. These vehicles will go further down to Gloucester Road and divert to Inner Gloucester Road outside Sino Plaza; and
(d) The eastbound traffic on Lockhart Road and Jaffe Road must turn left at its junction with Percival Street.
Re-Routings:
Percival Street section between Jaffe Road and Lockhart Road will be re-routed to two-way northbound and southbound.
Phase III (from 9 pm and as necessary):
Road Closure:
Depending on the situation of the first vehicular lane of Causeway Road westbound between Moreton Terrace and Tung Lo Wan Road, the vehicular lane may be closed to traffic to facilitate crowd movement.
Traffic Restrictions:
(a) Moreton Terrace will be closed to all vehicles except Franchised Buses and Public Light Buses; and
(b) Vehicles except Franchised Buses from Tai Hang Road northbound must turn left to the slip road leading to Tung Lo Wan Road.
Re-Routings:
Tung Lo Wan Road between Moreton Terrace and Eastern Hospital Road will be re-routed to one-lane for two-way.
Cheung Sha Wan

The following traffic measures will be implemented from 8 am on January 27 to 8 am on January 29 to facilitate a Lunar New Year Flower Fair to be held in the Cheung Sha Wan Playground:
(A) Traffic Diversion:
The section of Fat Tseung Street from Lai Chi Kok Road to Cheung Sha Wan Road will be re-routed as one-way traffic and will be limited for franchised buses and vehicles for loading and unloading purposes only.
(B) Temporary relocation of bus stop:
The bus stop on Cheung Sha Wan Road outside Cheung Sha Wan Playground will be temporarily relocated to Cheung Sha Wan Road near Hing Wah Street.
(C) Suspension of parking:
- All metered parking spaces on Hang Cheung Street will be suspended; and
- Vehicles will only be allowed to drop off and pick up passengers on Fortune Street, Hang Cheung Street and the section of Fat Tseung Street between Lai Chi Kok Road and Cheung Sha Wan Road. No waiting is allowed and parking will be strictly prohibited.
Fa Hui Park Flower Market

The special traffic arrangements to be implemented to facilitate the Lunar New Year Fair at Fa Hui Park are as follows:
(A) Temporary Road Closures
1. The junction of Flower Market Road and Sai Yee Street has been closed from now until 8 am on January 29. No vehicles are allowed to access Flower Market Road, Yuen Ngai Street, Yuen Po Street and a section of Prince Edward Road West service road between Sai Yee Street and Yuen Po Street.
2. Subject to the traffic situation, the following sections of roads will be closed from now to 8 am on January 29:
- the section of Sai Yee Street between Prince Edward Road West and Boundary Street;
- the section of Fa Yuen Street between Prince Edward Road West and Boundary Street; and
- the section of Playing Field Road between Tung Choi Street and Sai Yee Street.
(B) Temporary Suspension of Taxi Stand
- The taxi stand at Fa Yuen Street between Prince Edward Road West and Playing Field Road will be suspended from 5 pm on January 28 to 8 am on January 29.
(C) Temporary Suspension of Parking Spaces
The parking spaces in the following road sections will be suspended from 8 am on January 24 to 8 am on January 29:
- Playing Field Road between Tung Choi Street and Sai Yee Street;
- Fa Yuen Street between Prince Edward Road West and Boundary Street; and
- Motorcycle parking spaces under the Prince Edward Road West Flyover between Tung Choi Street and Sai Yee Street.
Kwun Tong

The special traffic arrangements to facilitate the Lunar New Year Fair at Kwun Tong Recreation Ground are as follows:
1. Fuk Tong Road will be closed from 9 pm on January 28 to 4 am on January 29;
2. The bus stop on northbound and southbound Tsui Ping Road near Fuk Tong Road will be suspended from 6 pm on January 28 to 4 am on January 29; and
3. All metered parking spaces, except motorcycle parking spaces and parking spaces for the disabled, at Kai Lim Road will be suspended from 6 pm on January 28 to 4 am on January 29.
Tseung Kwan O

The following temporary traffic arrangements will be implemented to facilitate the Lunar New Year Fair at Po Hong Park:
Suspension of parking spaces:
All parking spaces at the section of Wan Lung Road between Po Hong Road and Wang Hang Road will be suspended between 2 pm on January 27 and 7 am on January 29.
Temporary taxi stand:
A temporary taxi stand will be set up between January 27 and 29 at Hok Lam Lane to allow for the picking up and setting down of passengers.
Wong Tai Sin

A Lunar New Year Fair will be held at the Kai Tak East Playground. The following traffic arrangements will be implemented from 6 pm on January 28 to 8 am on January 29:
(a) Traffic Diversions
1. The section of Sze Mei Street between Luk Hop Street and King Fuk Street will be re-routed one-way southbound.
2. The section of King Fuk Street between Sze Mei Street and King Hong Street will be re-routed one-way westbound.
(b) Temporary Taxi and Maxicab Stands
A temporary taxi stand and maxicab stands for route nos. 19 and 20 will be set up on the southern kerbside of King Fuk Street outside Block 5 of San Po Kong Factory Estate.
(c) Temporary Road Closure
The section of Luk Hop Street between Sze Mei Street and Tsat Po Street will be closed to all vehicular traffic.
(d) Temporary Suspension of Parking Spaces
The parking spaces on Sze Mei Street, King Fuk Street (between Sze Mei Street and Tseuk Luk Street), Tsat Po Street and Luk Hop Street will be temporarily suspended from 4 pm on January 27 to 8 am on January 29.
Tsuen Wan
---------
The following temporary traffic arrangements will be implemented from 6 pm on January 27 to 4 am on January 28 to facilitate the holding of the Lunar New Year Fair at Sha Tsui Road Playground:
Road closure:
The following roads will be closed to all vehicular traffic:
1. A section of Hoi Pa Street between Lo Tak Court and Tai Ho Road;
2. Kai Hong Close;
3. Kai Chi Close; and
4. The first lane of eastbound Sha Tsui Road between Yuen Tun Circuit and Tai Ho Road.
Traffic diversion:
1. Vehicles travelling on southbound Lo Tak Court and northbound Tai Ho Road will not be allowed to turn left into Hoi Pa Street; and
2. All vehicular traffic from Heung Che Street or Tso Kung Street must turn into eastbound Hoi Pa Street and then make a U-turn via Lo Tak Court into westbound Hoi Pa Street and then to Tai Chung Road.
Temporary suspension of public light bus stand:
The public light bus stand outside Wing Tai House of Fuk Loi Estate on Hoi Pa Street will be temporarily suspended.
Temporary suspension of motorcycle parking spaces:
The motorcycle parking spaces on Kai Hong Close will be temporarily suspended.
