In the early 1990s, with increased education level and living standard of the general public, there were rising expectations of quality service from the public sector. As the nature of Hong Kong society changed, the Force also evolved with it, moving away from a para-military policing model to a more service-oriented modern police force. On 1 July 1997, the Force changed its title to Hong Kong Police Force to reflect China’s resumption of the exercise of sovereignty over Hong Kong.
