COMMISSIONER’S OPERATIONAL PRIORITIES 2013

About Us

The Commissioner’s Operational Priorities 2013 set out the key operational areas to which the Force will accord priority during the year.

None of these seven priorities are new but refinements have been made to reflect recent changes in the operational environment and future challenges.  This year, a sub-section on Major Incidents and Disasters has been added to the area on Public Safety to address the need for greater preparedness of the Force in the light of the changing environment and social developments.

The successful implementation of these priorities will ensure that Hong Kong remains a safe and stable society.

VIOLENT CRIME

Against the Public

  • Ensure a strong police presence to deter violent crime, particularly at high-risk locations.

  • Target violent crime, particularly cases involving firearms or explosive devices.

  • Strengthen intelligence-led operations against street gangs and their activities, particularly    those involving young persons.

Domestic Violence

  • Professionally handle and investigate all reports of domestic violence.

TRIADS, SYNDICATED AND ORGANISED CRIME

Triads

  • Proactively target triad personalities and activities by mounting intelligence-led and undercover operations.

Syndicated and Organised Crime

  • Target personalities and activities associated with syndicated or organised crime.

  • Strengthen the exchange of intelligence with other law enforcement agencies to identify and target cross-boundary and transnational syndicated or organised crime activities.

Crime Proceeds

  • Take proactive measures to investigate and confiscate proceeds of crime.

  • Proactively target and investigate money laundering activities.

DANGEROUS DRUGS

Trafficking

  • Enhance cooperation with the Mainland, Macao and overseas law enforcement agencies to interdict the flow of illicit drugs into Hong Kong.

  • Proactively target drug traffickers, especially those exploiting minors and juveniles.

  • Take proactive measures to investigate and confiscate proceeds of drug trafficking.

Abuse by Students and Juveniles

  • Adopt a multi-agency and community-based approach to promote awareness and prevent psychotropic drug abuse amongst students and juveniles.

QUICK CASH CRIME

  • Target criminal groups involved in quick cash crime, particularly pickpocketing,    miscellaneous theft, as well as street, telephone, Internet and social media deception activities.

  • Ensure strategic deployment of resources to problem areas and take proactive measures against emerging trends.

  • Promote public awareness and secure community support to combat quick cash crime.

TECHNOLOGY CRIME

  • Enhance training and preparedness to handle and investigate all reports of technology crime.

  • Enhance cooperation and intelligence exchange with other law enforcement agencies to target technology crime activities.

  • Adopt a multi-agency approach to promote public awareness of computer and cyber security as well as the risk of being exploited while using social media.

PUBLIC SAFETY

Public Events

  • Proactively engage interested groups and stakeholders of public events to enhance mutual understanding and public support.

  • Professionally risk assess and manage public events, ensuring public order and public safety.

Road Safety

  • Reduce fatal and serious accidents through a multi-agency approach.

  • Deter drink driving, drug driving, speeding and illegal road racing.

  • Promote safe cycling through a multi-agency approach.

Major Incidents and Disasters

  • Ensure preparedness for a quick and effective response to major incidents and disasters.

  • Conduct regular multi-agency exercises to practise and enhance contingency plans.

TERRORISM

Prevention

  • Monitor terrorist trends to ensure Force readiness and provide security advice for and deploy counter-terrorist patrols at critical infrastructure and sensitive premises.

Preparedness

  • Conduct regular training and multi-agency exercises to practise and enhance contingency plans.

Response

  • Deploy counter-terrorist resources strategically to ensure a timely, effective and coordinated response.
