The first of a series of training courses organised by the Force for Public Security Bureau (PSB) officers was last month attended by 17 young instructors from the PSB Training Authorities.

Three more groups from the Legal Affairs Department, divisional heads of various provincial and municipal PSBs and training heads of PSB Training Authorities will be attending the courses between this month (April) and November.

The courses for PSB officers are in accordance with the consensus reached at the Eighth Bilateral Meeting between the Force and the PSB held in Hong Kong last November.

The PSB instructors, led by the Deputy Divisional Chief of Police Training Division, Personnel and Training Department of the Ministry of Public Security, Mr Zhu Yubiao, first met with Director of Personnel and Training Mr Foo Tsun-kong.

They also visited the Civil Service Training and Development Institute, Police Training School, Detective Training School, Marine Training School, Police Driving School, Customs and Excise Training School, Police Tactical Unit, Kowloon East Emergency Unit and Ngau Tau Kok Division.

Studies also included an introduction to the Force organisation and structure, basic training, continuation and promotion training, firearms and tactics training, Police Professional Ability Test and resistance control, traffic training, customer service training, district training day and the Force multi-media training aids and equipment.

Assistant Commissioner Training, Mr David Thomas, at the conclusion of the two-week course said he hoped the PSB officers had gained a first hand knowledge of the many aspects of the Force, especially in relation to personnel and training.

"I also hope that this course has given you a deeper understanding of our Force and the people it serves," he said.

"This is of paramount importance for future exchanges and co-operation between us and our Mainland counterparts when dealing with the ever changing nature of cross-boundary crimes.

"This course has realised one of the Commissioner's operational priorities, i.e. to maintain close and effective liaison with PSB to enhance the fight against cross-boundary crime and exchange police expertise," he added.
