The Operations Wing of Kowloon East (KE) held the first inter-departmental tabletop exercise, codenamed WINGEDTIGER, for the Kai Tak Sports Park (KTSP) at the KE Regional Headquarters on October 25. The exercise aimed to enhance collaboration and immediate response capabilities of various departments and stakeholders when responding to emergencies during large-scale events. It also serves as a rehearsal for the test events and on-site drills in the future.


The exercise simulated a series of potential incidents during concerts and international football matches. Stakeholders were required to immediately allocate manpower, adopt contingency measures and coordinate actions with other units in response to different emergencies. In addition, several experts were invited to share their professional knowledge after the exercise, facilitating knowledge exchange and experience sharing among the participating units.


Over 150 representatives from 14 government departments and related organisations participated in the exercise. They included the Security Bureau, Culture, Sports and Tourism Bureau, Transport and Logistics Bureau, Hospital Authority, Police, Fire Services Department, Civil Aid Service, Transport Department, Leisure and Cultural Services Department, Kowloon City District Office, MTR Corporation Limited, KTSP Limited, Hong Kong Computer Emergency Response Team Coordination Centre and Hong Kong St. John Ambulance.
