The public continued to give high recognition to the overall performance of the Hong Kong Police Force in the latest round of force surveys conducted in 2024.


For the purpose of evaluation and betterment of its services, the Force commissioned the Hong Kong Institute of Asia-Pacific Studies of the Chinese University of Hong Kong (CUHK) as an impartial and independent body to conduct the Public Opinion Survey, the Police Service Satisfaction Survey and the Staff Opinion Survey 2024.


Public Opinion Survey


It mainly covered public opinions towards perceived safety, confidence in the Police and overall performance of the Police.


On perceived safety, 79.1% of the respondents felt safe during daytime, while 64.4% felt safe during nighttime. In the meantime, the proportions of people feeling unsafe during daytime and during nighttime dropped to 3.8% and 7.2% respectively, from 6.1% and 8.9% three years ago. 62.2% of the respondents had confidence in the Force. For overall performance, 84% of the respondents gave 50 marks or above, which has risen more than two percentage points from 81.7% in 2021, and the mean score was 67.38. Notably, the rating of police performance by youths, aged 18 to 29, also showed a significant increase of 14.75 points from 38.91 out of 100 to 53.66 across the same period.


Members of the public gave much recognition to police performance in “Safeguarding National Security”, which received the highest rating (a mean score of 7.67 out of 10), followed by “Maintaining Order during Public Order Events” (6.9), and “Crime prevention” (6.75). 80.1% of the respondents gave 5 marks or above to the Force’s public relations performance. The results underscored the public’s confidence in the Force, and their appreciation of its commitment to national security and public safety, while fostering strong community partnership and relationship, in particular with the youths.


Police Service Satisfaction Survey


65.8% of the respondents were satisfied with police services. Among the five main traditional service channels, “Contacting police officers at the scene” received the most positive feedback with 76.2% of the respondents felt satisfied, followed by “Dialing 999” (70.6%), “Going to Report Room” (67.1%), “Phoning Report Room” (62.1%) and “Contacting CID” (59.6%). Digital policing is one of the areas to which the Force has attached great importance for the benefit of the public. In this connection, it was the first time for the survey to include four e-Services, namely e-Report Centre, Self-Service Kiosk, e-application for Closed Area Permit and Licensing e-service. An impressive proportion of the users (88%) expressed that they would use the e-Services again if needed, and 76.2% would recommend the e-Services to others, if necessary. 34.5% of the respondents had a more positive evaluation of the Force after contacting the Police, while 51.8% of the respondents remained unchanged.


Staff Opinion Survey


It indicated that the Force had been keeping a high level in various aspects, with very slight variations when compared to 2021. Morale of the Force remained high, and Force members were highly committed to supporting the Force’s vision and values, with 96% showing full support for the Force’s vision “that Hong Kong remains one of the safest and most stable societies in the world”. For Policing Performance, “Safeguarding national security” was rated the highest (a mean score of 4.43 out of 5) by Force members, similar to the result of Public Opinion Survey. They also appreciated the Force’s efforts in “Relationship with the community” and the mean score was 4.03, increased by 5.8% from 3.81 in 2021. Satisfaction rate on “Internal support and communication” also showed a slight increase.


The Surveys were conducted between April and June this year. Regarding Public Opinion Survey, 1 006 telephone interviews were conducted with the general public. As for Police Service Satisfaction Survey, 1 113 telephone interviews were conducted with members of the public, who had contacts with the Police or had used e-Services between December 2023 and February 2024. Staff Opinion Survey was conducted through a Government secured online survey platform administered by the Service Quality Wing, to ensure anonymity and data security, whilst the CUHK only assisted in statistical analysis. Staff Opinion Survey received 5 133 responses, representing a response rate of 72%. The information collected would be carefully examined to identify areas for further improvement. Moving forward, the Force will continue to enhance our services and strengthen our engagement with the community.
