Since 2021, the Police College (the College) and Tsinghua University have jointly organised the Executive Master of Public Administration (EMPA) Hong Kong Programme. The first cohort of 29 officers, comprising 21 police officers and eight officers from other disciplined services, attended the Commencement Ceremony of School of Public Policy and Management of Tsinghua University (SPPM) in Beijing on June 30. Director of Personnel and Training Choi Chin-pang also attended as a guest to share the joy of the graduates. Five graduates of this cohort, namely Senior Superintendents Tsang Chung-bun and Lam Suk-man, Superintendent Leung Chi-hang, Chief Inspector Chan Hok-chun and Probationary Inspector Chan Kwai-fong, received SPPM’s Outstanding Thesis Awards. Lam Suk-man and Chan Hok-chun were even granted the Awards of Tsinghua University’s Outstanding Thesis.
To share the graduates’ achievements, the College organised the Outstanding Thesis Presentation on August 20, during which the five awardees presented their research findings and their recommendations on policing work and public administration nowadays. The officiating guest Deputy Commissioner (Management) Chan Joon-sun considered that the graduates’ studies in various fields could significantly help enhance the governance effectiveness of the Force. He also encouraged graduates to apply what they had learnt to their work in the future and make contribution to the Force. On behalf of the 2021 cohort, Chan Kwai-fong expressed her gratitude to the Force’s cultivation and remarked that the programme helped boost the graduates’ sense of national identity and enhance their professional knowledge.
Recruitment for the fifth cohort
Totally 96 police officers (at ranks from police constable to senior superintendent) and 22 officers from other disciplined services have been enrolled in the programme. Recruitment exercise for the fifth cohort will commence soon. Interested and qualified officers are welcome to apply.
