The Emergency Unit and Traffic of New Territories South (NTS), together with the Fire Services Department (FSD) , Hospital Authority, Civil Aid Service and The Hong Kong Association for Conflict and Catastrophe Medicine, conducted an inter-departmental major incident exercise codenamed YELLOWFORTRESS cum RAINARROW in Sham Tseng, Tuen Wan on May 31 to test and strengthen the officers’ response capability, communication and interoperability in handling major incidents.


The exercise simulated a traffic accident of multiple vehicles, resulting in mass casualties that required immediate evacuation and rescue. Under the command of the Regional Response Contingent of NTS, an inter-departmental rescue operation was mounted, with officers deployed for accident investigation. NTS officers also employed the internal communication application P-Chat to supplement the FSD’s Patient Tagging System for Multiple Casualties Incidents to enhance identification of injured persons.


More than 200 officers, including members of the District Services and Community Care Team under the Home Affairs Department and Road Safety Patrol, took part in the exercise for enhancing their knowledge about handling major accidents.
