Commissioner Siu Chak-yee attended the 17th Pearls in Policing Conference in Vancouver, Canada from June 8 to 11. He met 27 law enforcement leaders and academics from 12 countries/regions or regional/international organisations.


The Pearls in Policing is an international think tank where top executives in law enforcement meet to exchange ideas, experience and knowledge in a collaborative setting. The theme of the conference this year was “The Future of Policing: Fostering Trust and Legitimacy”. Through dialogues, sharing and peer-to-peer consultation, the Commissioner exchanged insights with other law enforcement leaders on building public trust and ensuring law enforcement agencies’ legitimacy.


The Commissioner emphasised the Force’s commitment to enhancing operational efficiency and public safety through application of digital technology. He introduced to the attendees the emergency rescue app HKSOS launched at the beginning of this year. Embodying the Force’s commitment to public safety and community care, HKSOS demonstrates the Force’s determination to protect citizens’ personal safety and serve the public through advanced technology, thereby practising its people-oriented approach.


In addition, Senior Superintendent of Commercial Crime Bureau Tsang Nga-sze represented the Hong Kong Police Force in the International Action Learning Group (IALG) of the conference. IALG identified and analysed the challenges on future policing in terms of polycrisis, emerging technology and human resources encountered collectively by police forces. IALG members presented their findings on the first day of the conference and discussed these topics with police leaders.
