The Police Negotiation Cadre (PNC), being invited by the Criminal Investigation Police University of China (CIPUC), sent an eight-member delegation to provide a training course on crisis negotiation at CIPUC in Shenyang, Liaoning Province. The course, which took place between March 4 and 8, marked the first training programme resumed after the pandemic. Chief Superintendent Li Kwai-wah led the delegation comprising Chief Inspectors Ting Ka-ho and Choi Wing-yuk, Inspectors Ku Yuen, Leung Siu-cheung and Lau Kwok-chung, as well as Station Sergeant Yim Ming and Sergeant Ng Cho-yee.
The five-day training course covered the basic theory of crisis negotiation, case analysis, practical experience sharing and simulation demonstration. 71 undergraduate students majoring in counter-terrorism policing and foreign-related policing participated in this training. Some teaching staff of CIPUC and officers of the Special Weapons and Tactics Division of Shenyang Public Security Bureau also shared their experience as observers.
Vice President of CIPUC Professor Yu Qun said, “The course has laid a strong foundation for forthcoming training and police co-operation between the Mainland and Hong Kong. The Hong Kong police officers’ professionalism and enthusiasm have made a profound impact on the teaching staff and students.”
