The Regional Missing Persons Unit of Kowloon East (KE), in collaboration with various government departments, social welfare organisations, District Services and Community Care Teams (Care Teams), public transport companies and education groups, held the Project PINPOINT Promotional Event and Colouring Competition Award Presentation Ceremony in Yau Tong on March 9 to promote the use of Bluetooth positioning devices to locate dementia sufferers or mentally incapacitated persons (MIP).


In his speech, Commissioner Siu Chak-yee stated that Project PINPOINT could reduce the risk of dementia sufferers going missing and alleviate the stress on their caregivers, thereby achieving the vision of caring for the community. The project this year has been optimised by adopting a police-medical-social welfare co-operation approach in which the project would be promoted jointly by the Hospital Authority’s Kowloon East and Kowloon Central Clusters, as well as Care Teams in KE, aiming at early identification of potential missing persons through daily consultation or contact. Bluetooth positioning devices were also introduced to them and their caregivers to prevent such cases.


During the ceremony, an educational video featuring artistes Ms Lui Wai-yee and Mr Lau Dan was premiered. It focused on preventing dementia sufferers and MIP from going missing. Representatives from participating departments, organisations, groups and beneficiary families also shared ways to prevent related individuals from going missing, measures to support these families and effectiveness of positioning devices.


Various Bluetooth positioning devices were displayed and demonstrated at the venue for public reference. There were also free cognitive impairment assessments, game booths and exhibitions, including an exhibition of winning entries from the inter-school waterproof sticker design competition and a VR environment to raise public concern about the issue that dementia sufferers and MIP may go missing.
