Commissioner Siu Chak-yee led a 19-member delegation to attend the World Police Summit 2024 held in Dubai, the United Arab Emirates (UAE) between March 5 and 7. The delegation comprised experts in information technology, drones, traffic policing, child protection and police dogs. This year, police officers from 138 countries gathered together for international discussion on pressing issues in law enforcement. The Commissioner, Assistant Commissioner (Information Systems) (ACP IS) Kwan Chui-ching and Chief Superintendent of Cyber Security and Technology Crime Bureau Lam Cheuk-ho were invited to speak at the Summit.
Speaking at the Commissioner Keynote Session, the Commissioner shared his ideas about effective leadership in managing a law enforcement agency. He emphasised that compassion, empathy and effective internal communication were the anchors of effective leadership. These values were essential for fostering a strong relationship between the Force and the community, and even with its personnel. During the pandemic, the Force deployed officers who had undergone tactical emergency medical training to assist ambulance staff, demonstrating the Force’s commitment to the community. To ensure effective internal communication, the Commissioner treasured direct dialogues with frontline officers for transforming their individual experience into organisational wisdom of the Force. Besides, he was dedicated to enlisting support from various sectors of the community to create a conducive operational environment for frontline officers. Finally, he pointed out that the top management taking the lead to perform frontline duties could give assurance to both the public and frontline officers.
In another session, ACP IS shared how the Force made use of its cutting-edge technical capabilities to enhance intelligence-led policing. Lam Cheuk-ho analysed the Force’s innovative tactics in pre-empting cybercrime, highlighting the effectiveness of Scameter. Information Systems Wing showcased its smart search and rescue app HKSOS at the venue to display the latest breakthrough in technology.
The Commissioner also engaged in bilateral talks with leading officers from Australia, the Netherlands, Spain, Vietnam and the UAE respectively for further achieving the Summit’s goals. The discussions focused on joint efforts to combat transnational crimes, especially on technology crimes, money laundering and financial investigation. The dialogues also encompassed future developments of international co-operation and cross-rank personnel training.
Since its inception in 2021 by the Dubai Police, the annual World Police Summit has been an important platform for law enforcement agencies worldwide to share insights on policing.
