Since its launch in 2020, the e-Ticketing Pilot Scheme has received very positive feedbacks. Various government departments have approached the Traffic Branch Headquarters (TBHQ), hoping to learn from the scheme and digitalise their public services. In view of this, TBHQ liaised with the Efficiency Office proactively and collaborated with Information Technology Branch (ITB) to organise a sharing session on December 7, 2023 to share their experience and challenges in developing and implementing the scheme with the Housing Department, Food and Environmental Hygiene Department and Environmental Protection Department. The officers also emphasised the importance of continuous communication with frontline counterparts for grasping the users’ needs and resolving related technical difficulties. ITB officers also detailed the technological applications and system integration solutions, as well as demonstrating the user interface and application of the mobile application of the scheme “e525”.
Additionally, the Electronic Traffic Enforcement (Miscellaneous Amendments) Bill 2023 has been introduced to the Legislative Council for first and second reading on December 13, 2023 to establish a legal framework allowing the police to issue penalty tickets against traffic offences or contraventions by electronic means. To canvass views and address the concerns of the transport trades, officers from the Traffic Management Division of TBHQ arranged a briefing session for representatives of the taxi, goods vehicle and passenger transport trades on the same day to introduce the future arrangements of serving fixed penalty notices (FPNs) on traffic contraventions via SMS or email. During the briefing, the officers also presented new mobile application and thematic portal to facilitate the implementation of electronic FPNs for the transport trades to understand how to handle electronic FPNs in the future.
