Shatin Division (STDIV) and Emergency Unit of New Territories South (EU NTS), together with Fire Services Department (FSD) and Hong Kong Jockey Club (HKJC), conducted an annual inter-departmental major incident exercise on December 12, 2023. The exercise simulated a dispute between a horse racing enthusiast and a music fan in the Sha Tin Racecourse, followed with a knife attack and an arson. The officers from various departments brought the scene under control promptly and mounted firefighting, rescue, evacuation and arrest operations.

Heads of the participating departments were invited to the scene for observation. They included District Commander of STDIST Leung Tsz-kin, FSD’s Deputy Chief Fire Officer (New Territories North) Mr Wong King-man, Superintendent of EU NTS Wong Wai-hong and HKJC representative Mr Mark Hayman. Moreover, members of STDIST Senior Police Call and Project ACHIEVE as well as mentees of Police Mentorship Programme were invited to take part in the exercise to comprehend the roles and responsibilities of the Force and various departments in handling major incidents.

The suspect is subdued swiftly in the exercise.
