To address the escalating trend of deception effectively, the Commercial Crime Bureau (CCB) and ten retail banks, with the support of Hong Kong Monetary Authority (HKMA) and Hong Kong Association of Banks (HKAB), established the Anti-Deception Alliance (ADA) to expedite the handling of stop-payment requests, intensify co-operation between the Force and banks in identifying and alerting potential victims of deception, strengthen intelligence exchange and promote the sharing of best practices in anti-deception strategies.
The ten participating banks would send representatives to ADA to work alongside officers of the Anti-Deception Coordination Centre under CCB. They would provide real-time assistance to the Force in addressing fraudulent activities. One of the core duties of ADA is to implement the Upstream Scam Intervention mechanism, through which officers will identify potential victims proactively and provide them with timely alerts and anti-deception advice. Since commencement of the mechanism in May, 320 deception cases have been successfully intervened as at October 31.
The inauguration ceremony of ADA was held at the Senior Officers’ Mess on November 24. Commissioner Siu Chak-yee, Executive Director (Enforcement and Anti-Money Laundering) of HKMA Ms Carmen Chu, Acting Chairman of HKAB Mr Stephen Chan and representatives of the ten participating banks officiated at the ceremony. The Commissioner reiterated that the battle to effectively curb deception required a collective effort from various stakeholders. He expressed his sincere hope for continuous collaboration with stakeholders across sectors to prevent and combat deception.
The participating banks include Bank of China (Hong Kong), Bank of Communications (Hong Kong), Bank of East Asia, DBS Bank (Hong Kong), Hang Seng Bank, Hongkong and Shanghai Banking Corporation, Industrial and Commercial Bank of China (Asia), Nanyang Commercial Bank, OCBC Bank (Hong Kong) and Standard Chartered Bank (Hong Kong).
