The Complaints Against Police Office (CAPO) organised an exchange activity at the Junior Police Call Permanent Activity Centre and Integrated Youth Training Camp in Pat Heung (JPC@Pat Heung) on October 6 for the Independent Police Complaints Council (IPCC) and officers from the Emergency Unit (EU).
Accompanied by Acting Director of Management Services Tsang Yim-sheung, IPCC Chairman Ms Wong Pui-sze and seven members received a briefing by Superintendent of EU New Territories North Leung Chi-hang on the roles, responsibilities and operations of EU. Frontline officers of EU also shared their unforgettable experiences in handling emergency cases and the challenges they often faced when making instant decisions under pressure.
In addition, the officers introduced the equipment in an EU car and four specialised cadres, namely the Small Unmanned Aircraft Cadre, Medic Cadre, Mountaineering Search and Rescue Cadre and Chainsaw Cadre, demonstrating the expertise and professional support provided by cadre members to meet operational needs in major incidents and disasters. Through some scenario-based demonstrations, the officers showcased to the IPCC members EU’s tactic application, as well as its co-ordination and response capabilities during emergencies. While touring the facilities in the campsite, the IPCC delegation understood how the Force boosted the young individuals’ sense of responsibility, self-confidence and fight-crime awareness by means of its activities.
CAPO hoped that the visit could enhance the IPCC members’ understanding of the situations involving the use of force or confrontation that might give rise to complaints, and the challenges faced by frontline units, so as to facilitate IPCC’s deliberation and overall understanding of complaint cases.
