The third cohort of the Executive Master of Public Administration (EMPA) Programme jointly organised by Hong Kong Police College (HKPC) and Tsinghua University has started. The students attended the opening ceremony of the School of Public Policy and Management of Tsinghua University (SPPM) in Beijing. It was the first face-to-face opening ceremony conducted after the epidemic. This cohort comprises 25 police officers and four officers from other disciplinary service departments (DSDs). Deputy Director (2) of HKPC Choi Tung-tsoi was invited to be a guest of the opening ceremony. Together with the dean, professors and students, he shared the happiness from the commencement of their 2.5-year part-time programme.
In his speech, the cohort representative Senior Superintendent Leung Wai-ki expressed great honour in being able to study on the campus of Tsinghua University with officers from other DSDs. He wished the cohort being able to embrace values from the motto of Tsinghua University “Self-discipline and Social Commitment” as well as upholding the spirit of the SPPM’s motto “Cultivate Virtue and Serve Society”. He also emphasised the importance of the four expectations put forward by President Xi Jinping during his inspection to Hong Kong that we should strive for the well-being of the Chinese people, rejuvenation of the country and greater prosperity of Hong Kong.
Enrol in fourth cohort now
Since 2021, HKPC and Tsinghua University jointly organise the 2.5-year part-time EMPA Programme with a view to nurturing more public administrative talents and future DSD leaders for Hong Kong. The students come from the Force and other DSDs respectively. Force officers successfully admitted to the programme will be given full sponsorship covering tuition fees, study grants, study leaves, etc. So far, 72 police officers at ranks between police constable and senior superintendent and 16 officers from other DSDs have been enrolled in the programme. Recruitment for the fourth cohort is ongoing. Interested and qualified officers are welcome to submit their application by October 20.
