Following the success of Project TORCH initiated by Mong Kok District (MKDIST), Recruitment Division (RECDIV) and MKDIST collaborated to establish a referral system for candidates who had applied to join the Force but were unsuccessful during the selection process. Under the system, marginally-failed candidates of probationary inspectors and recruit police constables may be recommended to join Project TORCH on a voluntary basis for enhancing their competitiveness and confidence in the selection process.

MKDIST has been running Project TORCH since 2017 to provide various kinds of training, including interview workshops, physical training classes and sharing sessions by Police College instructors, for those who aspire to join the Force. RECDIV believes that the referral system can provide more comprehensive support for the unsuccessful candidates to equip themselves.
