The Hong Kong Police College (HKPC) and the School of Public Policy and Management (SPPM) of Tsinghua University signed a Memorandum of Understanding (MoU) on May 2 to extend collaboration in organising the Executive Master of Public Administration (EMPA) Programme for another three years to nurture more public administrative talents for Hong Kong’s disciplined services departments (DSDs).
Witnessed by the Secretary of the CPC Tsinghua University Committee Mr Qiu Yong, Director of Office of Hong Kong, Macao and Taiwan Affairs of Tsinghua University Mr Li Jinliang, Secretary for Security Mr Tang Ping-keung and Commissioner Siu Chak-yee, Director of HKPC Chan Yee-lai and Dean of SPPM of Tsinghua University Mr Zhu Xufeng signed the MoU. HKPC also invited representatives from the Police Liaison Department of the Liaison Office of the Central People’s Government in Hong Kong Special Administrative Region (LOCPG), heads of other DSDs, as well as relevant professors and teachers from Tsinghua University, to attend the ceremony.
Mr Tang said in his speech that the MoU fully demonstrated the firm belief of both parties in jointly promoting public governance. It was of great significance for training a larger number of disciplined services officers who love the motherland and Hong Kong. Mr Qiu emphasised that strengthening talent building in Hong Kong’s DSDs was a major mission and duty and an essential measure for safeguarding Hong Kong’s stability and national security.
After the ceremony, EMPA students led the guests through an exhibition, outlined the programme and shared their experience in online and offline studies, as well as the process in attaining the national championship in the China Graduate Case Contest on Public Administration.
With full support of the Ministry of Public Security and the Police Liaison Department of LOCPG, HKPC and Tsinghua University signed the first MoU in January 2021 to coorganise the programme, which aims to strengthen the students’ public administrative capabilities, enhance their understanding of the motherland and establish an interactive platform for students from different government departments and domains to promote policies jointly in various sectors in the future.
So far the programme has enrolled a total of 90 students from the Force and other DSDs. Programme delivery of the first two cohorts has been in good progress as the students are having classes on the campuses of Tsinghua University in Beijing and Shenzhen respectively. The third cohort will commence in September. Recruitment exercise for the fourth cohort will commence in the third quarter of 2023. Interested and qualified officers are welcome to apply.
