Operations of Hong Kong Island (HKI) conducted an inter-departmental major incident exercise codenamed CROSSFIGHT in alliance with the Fire Services Department, Hospital Authority and Hong Kong Convention and Exhibition Centre (HKCEC) on May 6. The exercise aimed at assessing and enhancing the effectiveness of the Force’s response plans for major incidents, as well as the procedures, command structure and interoperability of the Force and other stakeholders in handling a major incident.
The exercise simulated a fire that broke out at HKCEC during a large-scale activity. The evacuation accidentally led to stampede involving massive casualties. A Casualty Enquiry Centre was set up for handling public enquiries and matching information about missing persons and casualties via the Major Incident Investigation and Disaster Support System. Participants of the exercise came from various units, including HKI’s Emergency Unit, Police Tactical Unit, Traffic, Crime, Wanchai District and Complaints Against Police Office, as well as members of Project ACHIEVE, Police Mentorship Programme and Police Oriented Tactical Emergency Medicine Course.
CCDIV
Cheung Chau Division (CCDIV), in collaboration with various government departments, including the Hospital Authority (HA) Head Office Major Incident Control Centre, St John Hospital (SJH), Fire Services Department, Government Flying Service, Auxiliary Medical Service and Home Affairs Department, conducted a large-scale disaster drill on Cheung Chau on April 21. The drill was based on the disaster response plan of HA to enhance the coordination and communication among all involved parties during major incidents.
The drill simulated a large-scale incident on Cheung Chau with a large number of casualties. After initial treatment and triage, the injured were sent to SJH and Eastern Hospital respectively for further treatment. CCDIV expressed gratitude to all the departments involved and over 50 volunteers for their participation in the drill.
To prepare for emergencies, CCDIV and SJH will increase manpower during the Cheung Chau Bun Festival. CCDIV will also take necessary emergency response measures when required, and deal with emergent incidents in conjunction with various government departments.
