The Exercise and Audit Division of Major Incidents Bureau (MIB) ran the 6th Duty Controller Workshop between April 3 and 4 to strengthen the ability of the Duty Controller of the Regional Command and Control Centre (RCCC) in assessing, commanding and controlling major incidents, including terrorist attacks. 15 officers at ranks between inspector and superintendent who were serving as or might potentially relieve RCCC Duty Controller and Supervisor attended the workshop. Besides, five Senior Police Communications Officers (PCOs) and PCOs were invited to join the workshop in view of their important roles in liaison and coordination at RCCCs.
The officers had proactive sharing and discussion on a wide range of topics related to major incidents and terrorist attacks. A scenario-based table-top exercise was also conducted to reinforce the participants’ understanding of the topics. Senior Superintendent of MIB Leung Ming-leung concluded that the workshop had provided an excellent opportunity for the officers to sharpen their command and coordination skills, and to consolidate their knowledge in Force procedures and protocols, with a view to enhancing their preparedness and confidence in responding to major incidents.
