On April 17, Traffic Branch Headquarters (TBHQ) rolled out the e284A pilot scheme, under which a mobile application and a web portal are introduced for handling damage-only traffic accidents (TADO). The pilot scheme has digitalised Pol. 284A with technologies such as GPS, QR Code scanning and voice-to-text input for recording accident details and data at scene to simplify the on-scene procedures, alleviate administrative burden and reduce the time for document circulation. The overall efficiency and accuracy will thus be enhanced. The winners in the first Force Mobile Application Design Competition were also invited to participate in the system development.

The pilot scheme will be rolled out by phases in Wan Chai, Kowloon City, Wong Tai Sin, Sha Tin, and Yuen Long Districts, as well as in the Hong Kong Island Traffic Enforcement and Control Division. Officers can use the e284A mobile application installed on the official mobile phones to input data of the vehicles, drivers, and witnesses involved in a TADO. Together with the photo function of the application, officers can record the scene with photos in real time. TBHQ has also introduced the e284A web portal for managing and reviewing traffic accident reports.
