Director of Hong Kong Police College (D HKPC) Wong Chung-chun, together with Project Director of Architectural Services Department Mr Wong On-wa, Chief Superintendent of Planning and Development Branch Lee Nga-lai, Acting District Commander of Border District Tai Hung-kin and representatives of the joint construction venture, officiated at the ground-breaking ceremony for the Kong Nga Po (KNP) Police Training Facilities on April 12.
At present, HKPC runs a number of training facilities in Northern District, namely the Police Driving and Traffic Training Centre (PD&TTC) and Tactics Training Facilities (TTF) at Fan Garden in Fanling, the two firing ranges in Ma Tso Lung and Lo Wu. Having been utilised for several decades, these venues are dilapidated and insufficient for the training needs. As such, HKPC has been considering plans since 2010 to relocate the above-mentioned facilities to KNP with comprehensive optimisation for enhancing synergy of the Force’s training efforts and strengthening the overall training efficacy through more effective venue management.
The new facilities, which cover 19 hectares and cost about $4.9 billion to build, will provide modern and efficacious training facilities for the Force. They comprise the Advanced Tactical Driving Training Track, Major Traffic Accident Training Scene, Virtual Reality Traffic Accident Training System, Upgraded Motorcar and Motorcycle Training Grounds, Immersive Motorcar and Motorcycle Driving Simulators, Tactics Training Facilities with mock urban areas and marine vessel, Specialist Operations Training Facility (SOTF) with mock MTR and airport, as well as modern firing ranges.
Speaking at the ground-breaking ceremony, D HKPC pointed out, “The brand-new KNP Police Training Facilities will provide modern facilities that will enhance our officers’ capability both in terms of quality and quantity. It is expected that the facilities will become a leading centre of excellence in police training in the international arena.”
Phase one of the project is scheduled to complete in the second quarter of 2025, during which PD&TTC and TTF will be moved in for operation. SOTF and the firing ranges for phase two are expected to be in service in the third quarter of 2026. After implementation of the entire KNP Police Training Facilities, the sites at Fan Garden in Fanling, Ma Tso Lung and Lo Wu will be returned to the government for development purposes.
