Superintendent Ng Chui-ting led a 12-member delegation to visit the Indonesian National Police (INP) between February 6 and 10. It was the first study visit to INP after renewal of the Memorandum of Understanding in December 2022. The delegation visited the INP Headquarters, Human Resources Affairs Department, Criminal Investigation Department, Traffic Police Department, International Relations Division, Police Museum and South Jakarta Metropolitan Police Station. The INP officers and the delegation shared experience in recruitment strategy, training and capacity building, technology crime investigation, innovation of traffic enforcement and community policing.
Moreover, the delegation was also arranged to visit the Headquarters of INP Mobile Brigade Corps, which is a designated unit of INP in handling riot, explosives, chemical, biological, radiological and nuclear substances and counter-terrorism situation. INP officers also conducted an exercise simulating a riot in Jakarta to demonstrate the professionalism and well-coordination of different INP units with government departments in handling extreme situation.
New Zealand
Senior Superintendent Kwan King-pan led a ten-member delegation to visit the New Zealand Police (NZP) between February 13 and 17. Representatives from both sides exchanged comments regarding the policing development and the challenges ahead. The delegation also visited the NZP Headquarters, Wellington Central Police Station, Central Communications Centre, District Command Centre, Custody Unit and the Royal NZP College. NZP also hosted several seminars to outline their policing strategies on domestic violence, road safety, criminal investigation and public relations. The delegation, in return, introduced the contribution of HKPF over the past three years in combatting riots and the pandemic.
Japan
Chief Inspector Cheng Pak-lam led a six-member delegation to pay the first visit to the National Police Agency of Japan (NPA) between March 2 and 3. The delegation visited the NPA Headquarters, where the local officers introduced their respective policing work, including police training framework, narcotics investigations, cyber security, money laundering, child sexual offences as well as traffic accidents and control. The delegation also introduced HKPF to NPA and shared with NPA officers HKPF’s experience in policing work, with a view to promoting future cooperation opportunities with NPA.
All the three delegations agree that the study visits have provided an effective platform for HKPF officers to exchange with their overseas counterparts, understand good experience of police forces overseas, augment professional knowledge and broaden horizons.
